Job Summary:

Supports the Chief Legal Counsel and Program Integrity leadership by providing legal and regulatory assistance for investigations, appeals, hearings, and requests from external stakeholders. Assists in preparing responses to congressional inquiries, Freedom of Information Act (FOIA) requests, and Requests for Information/Action (RFIs/RFAs). Contributes to joint operating agreements and liaises with federal and state partners, ensuring compliance with Medicare and Medicaid laws, regulations, and program integrity requirements. Develops knowledge of administrative processes while gaining experience in legal analysis, case preparation, and government regulatory frameworks.

Essential Functions:

  • Assists the Chief Legal Counsel in managing appeals, payment suspension rebuttals, revocations, and related administrative correspondence.
  • Supports legal review and participates in Administrative Law Judge (ALJ) hearings, contributing research, case preparation, and documentation.
  • Provides investigative support by addressing regulatory and compliance questions arising during program integrity investigations.
  • Compiles and drafts responses to FOIA requests, congressional inquiries, subpoenas, and external requests for information.
  • Participates in preparing and reviewing responses to RFIs and RFAs, ensuring accuracy and regulatory compliance.
  • Coordinates with federal and state law enforcement agencies and serves as a liaison to CMS and provider legal counsel when directed.
  • Develops Joint Operating Agreements with internal and external stakeholders under the guidance of the Chief Legal Counsel.
  • Attends meetings, maintains case files, and provides general administrative support to the legal team.
  • Completes all required security, IT, and compliance training in alignment with organizational and regulatory requirements.

Level of Supervision Received: Plans and arranges own work; works with manager to prioritize projects.

Education (can be substituted for work experience): Juris Doctor required

Work Experience (can be substituted for education): 2 - 4 years required; 5 - 7 years preferred

Certification(s): Active law license required.
