DESCRIPTION

The Joan and Irwin Jacobs Center for Health Innovation at UC San Diego Health develops digital solutions that expand what's possible for healthcare. We facilitate the rapid, disciplined development, testing and implementation of new strategies to reimagine health care delivery, improve patient outcomes, patient and clinician experience, and reduce the cost of care. We believe the best way to make big improvements to patient health and health care delivery is to experiment quickly at low cost, only scaling once we find high impact solutions. The Center provides an exciting and fast-paced opportunity for motivated, entrepreneurial individuals to effect systemic change at UC San Diego Health and across the healthcare industry.

The Program Director will oversee the implementation of multi-modal AI sensing systems across all UC San Diego Health facilities. This complex, multi-year implementation requires deep experience managing large-scale technology and biotechnology implementations in a healthcare setting, close understanding of UC San Diego Health's information technology environment, and expertise with clinical change management and training. The Program Director will lead a collection of projects with little or no precedent, requiring expert analysis of situations, appropriate risk mitigation, and expert communication with stakeholders. Beyond implementation, the Program Director will work closely with JCHI's Design team and with vendor-partners to co-develop these emerging technologies within our clinical settings. An ideal candidate would also possess deep vendor-side experience in implementing emerging clinical technologies.

The Program Director will be recognized as an organization-wide expert in scaled technology deployments and will have significant impact and influence on organizational policy and program development of this emerging program. An ideal candidate will have regularly lead projects of critical importance to the organization, which carry substantial consequences of success or failure, and direct programs with organization-wide impact (or may have impact beyond the University) that include formulating strategies and administering policies, processes, and resources.

Key Responsibilities:

Applies advanced project management techniques to independently perform program and project assessments for business case and technical feasibility for diverse, executive-level constituencies across the health system, campus, and UC Health. Regularly leads analyses determining approaches, sources of data, methods, techniques and evaluation criteria to obtain project results.

Manages the full project lifecycle and follows standard project management process for products and services with broad scope and scale. Directs and analyzes project proposals and reports. Assembles and directs large project teams, designs highly detailed and complex project plans and schedules and may oversee budget and resources. Oversees all aspects of large projects from initiation through delivery including system integration, project, campus, medical center or Office of the President and community communications, interacting with vendors and managing risk. Organizes the interdepartmental or multi-institutional activities with the goal of completing the project on schedule and within budget constraints. May lead a team of technical project management professionals.

MINIMUM QUALIFICATIONS
  • Bachelor's degree in related area and seven or more years of relevant experience, or equivalent combination of experience, education and training.
  • Requires basic knowledge of project management principles, theories, and concepts.
  • Requires ability to assess campus, medical center or Office of the President needs for information technology products and design services to meet those needs.
  • Working knowledge of technology-related initiatives and an understanding of impact to the organization of such initiatives.
  • Demonstrated capacity to anticipate obstacles and plan for contingencies. Demonstrated attention to detail. Demonstrated ability to determine relevance and prioritize tasks.
  • Demonstrated effective writing skills.
  • Broad knowledge of technology-related initiatives and an understanding of impact to the organization of such initiatives.
  • Proven leadership ability. Effective problem-solving skills. Demonstrated ability to put forth persuasive arguments.
  • Demonstrated competency in selecting and implementing project management methods and techniques. Effective skill at tracking effort and project progress. Understands the cost impact of projects, project tracking tools and metrics.
  • Experienced mentor and leader of teams with experience leading a team of technology professionals.
  • Advanced knowledge of all aspects of computing and communications including hardware infrastructure, networking, software, operations and disaster recovery.
  • Has a thorough understanding of how programs relate to other business strategies and initiatives. Demonstrated ability to integrate critical information across disciplines.
  • Demonstrated ability to effectively communicate with executive-level management on a regular basis.
  • Experience analyzing highly complex projects with broad impact to the institution. Demonstrated ability to manage project progress within time and budget constraints.
  • Ability to work in a highly collaborative manner in order to achieve results that are significant in scope.
PREFERRED QUALIFICATIONS
  • Project Management Professional certification.
  • Clinical experience in a field such as radiologic technology or nursing.
  • Experience as a technical trainer for technology applications in a clinical setting.
  • Experience within a large, complex health system.
  • Experience implementing large-scale clinical IT solutions at UC San Diego Health with major vendors, like Sectra, GE or Philips.
  • Current UC San Diego Health employee.
SPECIAL CONDITIONS

Pay Transparency Act

Annual Full Pay Range: $132,600 - $259,800 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $63.51 - $124.43

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
