Security Clearance Required: Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) access and Special Access Program (SAP)

Duties & Responsibilities:



  • Security Manager IV will lead security oversight and support.
  • Provide security programming and design expertise relevant to SCIF operations and the organizational requirements to enable mission. This includes expertise in electronic security systems, SCIF comprehensive risk management and operational technology cybersecurity requirements.
  • Security Manager IV will apply Intelligence Community Directive (ICD) 705 requirements to ensure ICD 705 compliance of construction designs and identify construction products, samples and submittals by type, format and quantity required to complete the fixed facility checklist and the DIA accreditation process.
  • Provide expertise in the development, submittal and oversight of the necessary security documents to include: construction security plan, pre-construction checklist, inspectable materials checklist, and TEMPEST requirements.
  • Security Manager IV shall apply expertise in the development of the construction surveillance program and the management of site security surveillance on active construction sites.
  • Provide oversight of site security technicians.
  • Provide expertise to execute the SCIF testing and accreditation process from design through construction and fully accredited/operational status. (ICS 750-02).
  • Security Manager IV will assist with security planning and resourcing requirements across S4S services portfolio.
  • Security Manager IV will ensure updated security plans are delivered within required timelines; 100% compliance in accreditation support; immediate reporting of incidents; effective site access control with no unauthorized entries attributable to contractor oversight.
  • Other duties as assigned.


Knowledge, Skills, and Abilities (KSAs):



  • Extensive knowledge of physical security principles, classified facility requirements, and security program management within Department of Defense (DoD) and Intelligence Community (IC) environments.
  • Knowledge of SCIF and SAPF accreditation processes, ICD 705 requirements, and applicable security policies, directives, and standards.
  • Knowledge of TEMPEST, Technical Surveillance Countermeasures (TSCM), and Construction Security Plan (CSP) requirements for secure facilities.
  • Skill in designing, implementing, and managing security systems, including Intrusion Detection Systems (IDS), Access Control Systems (ACS), and Wireless Intrusion Detection Systems (WIDS).
  • Ability to support and coordinate security requirements throughout the Military Construction (MILCON) lifecycle, including planning, implementation, inspections, and accreditation activities.
  • Strong leadership, communication, and training skills with the ability to coordinate with government stakeholders, security professionals, contractors, and mission partners while developing and delivering security-related training programs.


Minimum Experience and Education:



  • Active Top Secret security clearance with SCI eligibility and the ability to obtain and maintain SAP access.
  • 15 years of experience supporting physical security, special security, and classified facility programs within Department of Defense (DoD) and/or Intelligence Community (IC) environments.
  • Completion of ICD 705 training and Special Security Manager (SSM) training.
  • Experience supporting SCIF and SAPF accreditation processes in accordance with applicable Intelligence Community and DoD requirements.
  • Experience with TEMPEST requirements, implementation, and coordination activities.
  • Experience developing, authoring, and implementing Construction Security Plans (CSPs).
  • Experience coordinating and implementing Technical Surveillance Countermeasures (TSCM) requirements.
  • Experience designing, installing, operating, and maintaining Intrusion Detection Systems (IDS), Access Control Systems (ACS), and Wireless Intrusion Detection Systems (WIDS).
  • Experience supporting Military Construction (MILCON) projects, including security requirements integration and project coordination.
  • Experience developing and delivering security-related training programs.
  • Experience supporting Anti-Terrorism/Force Protection (AT/FP) programs and requirements.


Preferred Certification:



  • Possession of applicable Center for Development of Security Excellence (CDSE) Security Professional Education Development (SPD) certifications, such as SFPC, PSC, and/or SAPPC, preferred.
