Synchron, LLC has an exciting opportunity for a Senior Technology Security and Foreign Disclosure Policy Analyst to support Team Submarine at the Washington Navy Yard in Washington, DC! You will provide advice and support to Navy program offices on implementation of Technology Security and Foreign Disclosure (TSFD) policy, international agreements, compliance, case development, and export control. We are seeking a candidate to directly support international submarine and undersea warfare programs.
Responsibilities:
- Advise and provide recommendations and documentation for the full spectrum of day-to-day efforts related to the international export, sale or transfer of U.S. Submarine technology including articles, services and data
- Provide research, review, and recommendations to support the Government's export policy analysis for International Programs, including Armament Cooperative Projects (ACP), Memoranda of Agreement, Memoranda of Understanding, Master Information Exchange Agreements (MIEAs), Information Exchange Annexes (IEAs), Data Exchange Agreements (DEAs), Terms of Reference (TOR) and Statements of Principles/Intent
- Prepare draft executive level position papers for Congress, OSD, SECNAV, OPNAV, etc., for Government approval.
- Maintain project tracking tools and support peripherals.
- Coordinate with emissaries of foreign countries, senior US and foreign military and civilian personnel, various DoD organizations, foreign embassy personnel, private laboratories, and industry.
- Prepare presentations, reports, and meeting agendas for senior leadership to facilitate decision-making and policy alignment
- Define and develop TSFD policy solutions to support cooperative efforts concerning personnel exchange programs and delegation of disclosure authorities for Navy Submarine programs
- Liaise with emissaries of foreign countries, senior U.S. and foreign military and civilian personnel, various DoD organizations, foreign embassy personnel, private laboratories, and industry
- Provide senior-level analysis and recommendations for Personnel Exchange Program (PEP) assigned within Navy Submarine programs and organizations such as NAVSEA, SUPSHIP Groton, and NUWC Newport.
- Act as the PEP Manager for Navy Submarine programs to include providing support for PEPs travel, provide redelegation of disclosure authority to other naval command, draft PEP position descriptions and work with OPNAV and Navy International Programs Office (NIPO) in the creation of PEP positions.
- Work with COMSUBFOR to create all Delegated of Disclosure Authority Letters (DDL) for our international submarine programs allies and partners.
- Oversee the processing of all Foreign Visit Requests (FVRs) for a US Navy attack submarines (SSNs) program.
- Administrative duties related to meetings and schedules.
Education and Experience Requirements:
- Active DoD Secret Clearance
- Ten (10) years of experience in national security and control and dissemination of unclassified, controlled and classified government information and accesses.
- Strong analytical and communication skills
- Proficiency with Excel and other Microsoft Office software
- Subject Matter Expert (SME) with Export Administration Regulations (EAR) and International Traffic in Arms Regulation (ITAR)
- SME with Department of the Navy foreign disclosure policy and processes
- SME with the Foreign Visit System (FVS) and the processing of FVRs
- SME with Cooperative International Agreements
Work location: Washington Navy Yard with possible telework options (two days per week)
Travel: 10% (including possibility of OCONUS travel).
