Position Description
Serve as a key member of the Business Division team in direct support of company goals and objectives. Provide leadership for multi-organization research and development and technology transfer programs conducted for government and industry clients. Responsible for successful execution of program and contract, meeting or exceeding client expectations. Customer relationship management, and identifying and pursuing new business with same clients and partners. Exercise discretion and independent judgment with respect to matters of significance to the business. This role will support the Defense Industrial Base Consortium (DIBC).

Essential Functions:

With oversight from a Sr. Program Manager, Director or Division Lead, responsible for planning, execution and monitoring of processes in support of one or several ATI-managed programs.

As required, conducts internal and external program briefings.

Reviews and approves content of all program websites.

Responsible for the planning and execution of all program meetings.

Tracks contractual performance vs. requirements; coordinates among partners to assure milestones are being met, analyzes invoices for cost reasonableness compared to milestone completions; tracks variances; stays on budget.

Understands ATI financial objectives and contributes to metric improvement for programs.

Analyze technical progress vs. spend rates, cost share, commitments vs. funded backlog and anticipate potential PSR line item overspending, allowing intervention time.

Comfortable working with senior management among clients and partners; functions effectively without undue tension; adds value, remains focused on customer satisfaction.

Aware of situations that require negotiation; careful not to make commitments beyond authority; seeks negotiating help when appropriate.

Conveys information clearly & concisely, both written & verbal. Carefully crafts messages with the objective in mind.

Places high priority on internal & external customer service. Listens to customers' needs and offers solutions to management.

For programs with projects that require more direct performance and technical oversight:

  • Proposes, participates in, develops, and executes contract research and development projects and programs.
  • Provides collaborative leadership, facilitation and interface among supported customers / government clients, vendors and users.
  • Serves as primary point of contact for information regarding the application of program technology.
  • Coordinates technology transfer for the program.
  • Participates in project awards, kickoffs and debriefs.
  • Participates in initiatives specific to developing and evaluating technology.
  • Serves as project monitor for any assign efforts

Provides direction and supervision of all personnel assigned to the program team.

Additional Responsibilities:


  • Works closely with the Senior Program Manager, Director or Division Lead to identify and assist in targeting program related business development opportunities, as well as participates in the preparation of proposals.
  • Interacts daily with the Senior Program Manager, Director or Division Lead, contracts personnel, financial personnel, and ATI management.
  • Performs other duties as assigned.

Qualifications:


  • Master's degree and three or more years' experience in a related field, or Bachelor's degree and five or more years' experience in a related field. Degree in Engineering, Science or a related field preferred, with six or more years of strong experience in the operation, planning and performance of programs and projects involving technology, business processes, and collaboration.
  • Experience in government programs desirable.
  • Independent, self-directed worker, team player, problem solver and experienced leader.
  • Excellent communication skills, including presentations, technical reports, meeting management and work group management.
  • Prior experience working in multi-organizational teams a plus.
  • Strong computer skills including Excel skills, MS Office Suite - Word, PowerPoint, Outlook and Project desired. MS Access experience a plus.
  • Ability to travel at company discretion.
  • Must be able to obtain/maintain DoD SECRET clearance and successfully pass a background check to access sensitive information and automated systems.

Anticipated salary is in range commensurate with education and experience:
$105,000 - $115,000
