We are seeking an experienced Scrum Master to support Agile software development teams within PEO C4I / PMW 160. This role is for a contractor embedded with Navy stakeholders, working closely with government leads, Integrated Product Teams, and cross-functional engineering groups. The ideal candidate brings strong Agile delivery skills, understands the realities of Navy program execution, and can help teams deliver capability that directly supports Fleet readiness and operational effectiveness. Key Responsibilities
- Facilitate Scrum ceremonies for one or more PMW 160 development teams, ensuring disciplined execution of sprint planning, standups, refinement, reviews, and retrospectives.
- Coach teams and stakeholders on Agile principles while adapting practices to Navy acquisition processes, cybersecurity requirements, and program milestones.
- Identify and remove impediments, coordinating with government counterparts, contracting teams, cybersecurity, and external dependencies across the PMW 160 portfolio.
- Support the Product Owner in backlog refinement, ensuring requirements are well-defined, prioritized, and aligned with PMW 160 capability needs.
- Maintain transparency through clear communication of sprint goals, risks, dependencies, and progress to government leadership and contractor management.
- Track and analyze Agile metrics (velocity, throughput, predictability) to support continuous improvement and program reporting requirements.
- Coordinate across IPTs, including systems engineering, cybersecurity, test, and fleet integration teams.
- Champion Agile culture within a hybrid environment that blends iterative delivery with Navy governance, documentation, and security expectations.
- Ensure compliance with DoD security practices, configuration management, and PMW 160 program standards.
Required Qualifications
- 3-5+ years of experience as a Scrum Master supporting software development teams.
- Experience working in DoD or Navy program environments, ideally within PEO C4I or similar program offices.
- Strong understanding of Scrum, Kanban, and Agile delivery frameworks.
- Demonstrated ability to coach teams and influence stakeholders across government and contractor organizations.
- Excellent communication, facilitation, and conflict-resolution skills.
- Experience with Agile lifecycle tools (e.g., Jira, Azure DevOps).
- Active Secret clearance required at time of hire.
Preferred Qualifications
- Scrum Master certification (e.g., PSM I/II, CSM, PSD).
- Experience supporting PMW 160, PMW 150, PMW 130, or other PEO C4I programs.
- Familiarity with DoD acquisition, RMF, cybersecurity controls, and configuration management processes.
- Experience with DevSecOps, CI/CD pipelines, or cloud environments used in Navy programs.
- Background in software engineering, systems engineering, or test.
- Experience working within scaled Agile environments (SAFe, Nexus, LeSS).
