Summary
Manages the delivery and implementation of core interventions and services for students in accordance with tutoring and academic skills development initiatives and general academic support guidelines. Provides oversight of educational interventions and services to targeted student populations to assist with equitable student success, goal achievement, persistence, program completion, course retention, and university transfer.

Distinguishing Career Features
The Tutoring and Learning Center (TLC) Coordinator is recognized as a professional-level coordinator with supervisory authority, that supports and participates with administrators in the management of campus tutoring and academic skills development to enhance the academic achievement of community college students.

Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
1. Works closely with administrators, faculty, management, and staff to design and implement a comprehensive program for all tutoring and academic skills development services.
2. Establishes services, goals, and performance measures for tutoring and academic skills development services; supervises, advises and assists program staff to ensure established goals are met in order to provide and improve Academic Support programs.
3. Provides leadership in the development, implementation, and evaluation of student and faculty support programs (e.g., supplemental instructional assistant).
4. Monitors the implementation of TLC projects and activities to evaluate the center's effectiveness; prepares public information materials for assigned projects.
5. Provides leadership for continuous assessment, evaluation, planning and implementation for expanding programs and services offered to maintain the college's student success objectives and programs.
6. Recruits, selects, and oversees the activities of faculty, tutors, supplemental instruction personnel and staff members to ensure Academic Support objectives are met.
7. Develops marketing plans and strategies to promote tutoring and academic skills development programs and services; works collaboratively with Public Relations and Marketing to create advertising and outreach materials to enhance the visibility of programs and services to reach target audience through multiple sources including, but not limited to: presentations, high school events, seminars, workshops, student orientations and other related outreach activities. Partners with the Outreach Program to maximize collaboration with educational partners.
8. Develops, monitors, and maintains budgets and maximizes financial resources; identifies and procures additional funding from sources within and outside the college.
9. Identifies reporting needs to provide analysis of program successes and student learning outcomes; provides direction to develop, prepare, and organize reports to reflect accurate and up to date performance data.
10. Directs, develops, and maintains files, reports, and documentation to comply with tutoring and academic skills development program requirements, in alignment with the District and college policies and procedures.
11. Organizes, leads, and/or attends a variety of administrative and staff meetings; serves on various college and District committees as assigned.
12. Performs other related duties as assigned that support the objective of the position.
13. Required to abide by all District policies and procedures including Board Policy 3050 - Code of Professional Ethics.

1. Requires the ability to perform the essential responsibilities of the position.
2. The position requires professional-level knowledge of the strategies, techniques, and principles of program management and leadership of staff in a community college or similar environment.
3. Requires knowledge of student success factors, theories, concepts, and practices in delivering post-secondary education.
4. Requires working knowledge of the goals, objectives, and functions set forth for student programs and the information needs to monitor progress toward educational outcomes.
5. Requires up-to-date knowledge of current legislation and emerging trends in a California community college environment.
6. Requires knowledge of instructional theory and new technologies pertinent to the assigned program.
7. Requires in-depth knowledge of computer software and applications supporting business and student information sufficient to modify, test, maintain, and update.
8. Requires working knowledge of enterprise-level systems, data warehouses, and exchanges that enable data compilation for further analytics.
9. Requires knowledge of California Education Code and Federal Education Rights and Privacy Act (FERPA) law as it applies to student information.
10. Knowledge of personnel management, supervision, and evaluation.
11. Requires professional-level knowledge of and skill at using proper English usage, grammar, spelling, and punctuation for reports and communications.
12. Requires knowledge of budget administration, preparation, management and reporting.
13. Knowledge and understanding of budgetary reports containing financial and demographic information.
14. Requires knowledge of culturally and economically diverse communities related to the dynamics of education and retraining needs.
15. Requires well-developed human relations skills to prepare and make presentations, facilitate group processes, resolve problems and confrontations, and convey technical or policy details to a variety of audiences.

12. Requires the ability to communicate with a wide range of contacts within and outside the District with tact, professionalism, and courtesy, and in a manner that reflects positively on the department and District.

Physical Abilities

Education and Experience
The position requires a Bachelor's degree in education, education administration, management, business administration, counseling, social work or related discipline and two (2) years of experience in a student centered program, office or division. An Associate's degree from an accredited institution with six (6) years of direct experience may be accepted. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.

Work is performed indoors where minimal safety considerations exist.

Conditions of Employment

This is a full-time, 12 month per year classified management position. The normal hours of work are 8:00 a.m. to 5:00 p.m., Monday through Friday. Hours will vary and may include nights and/or weekends in order to meet the needs of the department. The effective date of employment will be arranged with the supervisor.

Pay Philosophy
