Overview
Nakupuna Companies seeks an Analyst III: MOU Implementation & Data Alignment Advisor to join a team working under the Office of Program Planning and Evaluation. The Office of Program Planning and Evaluation (PPEV) serves as the Bureau of Global Health Security and Diplomacy's (GHSD) central hub for data, strategy, and awards management. PPEV is comprised of two teams: the Program Planning and Strategy Team (PPST) and the Data Analytics and Systems for Health (DASH) Team. PPEV advances the America First Global Health Strategy by promoting accountability, impact, and transparency through the collection, analysis, and use of data for evidence-informed decision-making, supported by high-quality data systems and interactive visualizations and tools. PPEV coordinates and integrates strategic planning, budget formulation, program design, and operational execution to ensure alignment with Bureau priorities and efficient implementation of business cycles. The Office also leads award design and compliance processes, strengthens governance and standardization across programs, and monitors performance across the full data lifecycle. Through training, tools, guidance, and learning collaboratives, PPEV builds the capacity of country teams and headquarters staff to interpret and use data to drive program improvement. Additionally, the office supports global health diplomacy learning efforts and fosters collaboration across interagency and international partners.
Responsibilities
The Advisor will support the implementation and oversight of Memoranda of Understanding (MOUs), review performance metrics, and ensure that interventions are aligned with program, surveillance, survey, and other relevant data sources to achieve and sustain measurable health impact. In order to achieve this, the key objectives will be to strengthen trust in data and decision-making by conducting and overseeing data quality assessments and audits. Support countries int theirs plans to monitor and evaluate health programs through reliable data, using lessons from assessments and audits to identify actionable changes to improve future and ongoing data reporting quality. Identify strengths and gaps in health program data to enhance data quality and use for informed decision-making. Facilitate the use of standardized tools to evaluate reporting systems performance. Help build a culture that values accurate and quality data globally.
Support the implementation and oversight of bilateral health programs with partner organizations and governments
- Plan, implement, and analyze data quality assessments and audits to inform health security investments - this may involve developing audit and assessment protocols, SOPs, data collection instruments
- Oversee knowledge management of data quality audits, assessments and associated reports
- Provide technical guidance to ensure data-driven decision-making and sustained health impact using high quality data
- Prepare reports and briefings on MOU progress, metric performance, and health outcomes, including relevant data quality assessments
- Support development and execution of data quality audits and assessments, particularly in the context of digital data capture and data transfer between systems
- Identify gaps and recommend strategies for continuous improvement
- Prepare and present reports, briefings, and recommendations based on audit findings to inform strategic decision-making
Deliverables:
- Bilateral health programs implementation and oversight plans
- Performance metric data quality assessments and reports, including executive summaries for leadership
- Data integration and analysis summaries
- Technical guidance documents and recommendations for intervention alignment
- Regular progress reports and summaries detailing achievements, challenges, and lessons learned
Qualifications
Skills/Qualifications: Demonstrated ability to operate effectively in ambiguous and evolving environments. Strong problem-solving skills and ability to proactively identify and address challenges.
- Expertise in bilateral health programs implementation and oversight including a strong background in monitoring and evaluation, including metric measurement and review, particularly of malaria, tuberculosis, maternal and child health, and/or emerging diseases
- Experience integrating and analyzing data from multiple sources (program, surveillance, survey, modelled estimates)
- Experience selecting priority datasets and indicators for audit and assessment to ensure indicator definitions and reporting flows are clear
- Informing decision making on assessment and audit tools and technologies, such as purposive vs random sampling, digital and paper tools, and choosing appropriate variants
- Ability to align corrective actions with data-driven insights for improved data quality and accuracy
- Experience building a strong culture of high-quality data use and review in LMICs, including but not limited to SOPs and data management processes
- Experience managing contracts, grants or foreign assistance including both budgeting and technical oversight, ideally with demonstrated experience in reducing costs and increasing efficiency
- Experience more broadly with international health data, data quality improvement, and data triangulation with a focus on Maternal and Child Health, Malaria, TB, and emerging infectious diseases
- Excellent communication, stakeholder engagement, and report-writing skills
- Capacity to work collaboratively with government, donor, and implementing partners
- Strong oral communication and presentation skills
- Experience in training and providing technical assistance to diverse stakeholders
- Ability to manage competing priorities and perform effectively in fast-paced environment
- Proficiency in Microsoft Office 365 applications, with experience in SharePoint preferred
- Experience living and/or working in international settings
Education and Experience:
- Master's degree or higher in Public Health, Epidemiology, Health Policy, or a related field
- Minimum 7 years of experience in program monitoring and evaluation, MOU implementation, and data-driven health program management
Clearance Requirements: Must possess or be able to obtain and maintain a Secret Clearance.
Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation for this position is $90,500.00 to $95,000.00 (annualized USD). The salary range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
