Job Summary
The HSE Site Manager - MSHA is responsible for implementing Project Safety, Accountability Programs, Accident and Fire Protection Programs, Risk Management issues, and maintaining full compliance with Company, Client and State/Federal safety regulations, and drug and alcohol policy at assigned project. The position has direct management over other safety positions within the project. Reports to the HSE Business Unit Manager.
Essential Functions

- Visibly communicate a strong commitment to the Project's HSE and Security Plans through a positive working relationship and accountability with site management and subcontractors.
- Implements current and approved Company/Project HSSE Management Systems.
- Provide leadership for compliance with Company, Federal / State and Client safety regulations.
- Assist Project Management in the development and execution of Project HSE and Security Plans.
- Initiates and participates with Operations in all Accident/Incident investigations to determine Root-Causes and development of a Corrective Action Plan, including associated reports.
- Assists in controlling hazardous working conditions and unsafe employee activities through interface and teamwork with Project Operations / Management and supervisory personnel.
- Conduct HSE field audits aligned with company, client, and OSHA/MSHA regulations and advise on findings and corrective measures to action.
- Administer and participate in HSE audit and inspection schemes being applied at the project and track all corrective actions to completion.
- Maintains Accountability Programs on all projects for safety-related issues and works with supervision to ensure uniform application of safety related discipline.
- Monitor HSSE objectives and report on performance. Consolidate and report Project- wide HSSE statistics and keep site management informed on any off-target performance and actions to take to correct performance deficiencies.
- Monitors compliance with all drug and alcohol consortiums and maintains a current list of Matrix Service employees for the random pool.
- Works with the HSE Director, Business Unit HSE Manager, Division HSE Manager-MSHA and Project Manager to develop Project Safety Goals and Safety Action Plans to assist in achieving the goals.
- Conducts or schedules training (as required) for supervision and field employees for Company new hire/re-hire orientations, Client orientations, OSHA / MSHA, etc. Other training may be required to maintain compliance with Corporate Safety Manual Procedures and State/Federal and local safety regulations.
- Develops project specific HSE programs, procedures and training through interface and teamwork with Project / Operations management/supervisory personnel.
- Maintains compliance with the Company Substance Abuse program.
- Mentor and provide supervision, training, development, and performance management of direct reports.
- Effectively communicates verbally and in writing, pertinent HSE information to the client and to Company management personnel.
- Capture and share HSE Management System learning's between subcontractors and with outside organizations as applicable.
- Develop a Project HSE Close Out Report to include Lessons Learned with consolidating input from Project Site Teams.
- Perform additional duties as directed by Business Unit HSE Manager or Division HSE Manager-MSHA.
Qualifications
- Bachelor's degree in occupational safety and health / environmental / construction management, and 5+ years of safety experience as an individual contributor in mining and construction or industrial fabrication facility or equivalent background, plus 3+ years of previous supervisory experience.
- MSHA Instructor preferred.
- Advanced knowledge, understanding and the ability to interpret and enforce all federal (OSHA / MSHA), state, local and company safety regulations required.
- The ability to analyze and recognize hazardous situations and trends and implement corrective measures.
- Strong understanding of project safety planning/management.
- Good interpersonal and communication skills required.
- Advanced computer applications knowledge and use., to include but not limited to Microsoft Word, Excel and Power Point.
Physical Requirements
- Must be able and willing to work at elevated heights from ladders, scaffolding, aerial work platforms, etc.
- Must be able to lift and carry a minimum of 50 lbs.
- Work may include pushing, pulling, lifting or carrying objects weighing up to 50 pounds, such as raw or fabricated material, equipment or tools.
- Must be able to perform tasks in hot and cold temperatures.
- Must be able to work in confined spaces.
- Work may include frequent bending, kneeling, crouching and stooping and occasional climbing onto equipment and/or trailers.
- Work involves standing and/or walking for extended periods of time, up to a minimum of 8 hours per day.

The pay rate will depend on the successful candidate's qualifications and prior experience, specific skill set, geographic location, internal equity, and other factors influencing pay. As such, an actual salary may fall closer to one or the other end of this range, and in certain circumstances, may fall outside the listed hiring range.
Hiring range: $55.00 to $70.00 per hour
