REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking qualified candidates for the Assistant Director of the Crisis Intervention and Support Division in the Human Services Department (HSD).

The Crisis Intervention and Support Division is seeking a strategic, compassionate, and forward-thinking leader to help guide one of the region's most critical safety-net systems. This position offers a rare opportunity to shape crisis response programs, strengthen service delivery across essential behavioral health and support services, and oversee vital funding that directly impacts individuals and families facing urgent and complex challenges.

As a key leader within the Division, you will collaborate with community partners, influence policy and best practices, and drive innovation in crisis stabilization and support services. You will help ensure that every person in Broward County has timely access to effective, trauma-informed interventions that promote safety, dignity, and long-term stability. General Description

Assists in planning, organizing, and directing the activities of the Crisis Intervention and Support Division. Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in social sciences, public or business administration or closely related field.

Requires eight (8) years progressively responsible administrative experience in the provision of services or human services to children and families or closely related experience including four (4) years supervisory experience.

Special Certifications and Licenses

Must pass and maintain a level 2 background to be eligible for this position per Florida State Statute.


SCOPE OF WORK

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Collaborates in developing, implementing, and maintaining strategic, fiscal, and capital improvement plans for the Division and in directing the administrative operations; prepares Division program and operating budgets and coordinates administration of divisional budgets, purchasing, personnel, contracts, grants and record keeping activities; recommends and implements organizational and administrative change.

Participates in formal accreditation activities, working with agency management and staff to prepare for accreditation surveys and with accreditation; assists in ongoing systematic monitoring for compliance with accreditation or other standards as appropriate to the area of assignment.

Directs and supervises professional and administrative staff as assigned. Makes recommendations for policies related to the general welfare of children and families living in Broward County and for related county, state and federal legislation.

Participates at the community level in the on-going development and implementation of a coordinated, unified, system-wide strategic plan to meet the needs of children and families living in the County; reviews existing service programs in relationship to needs and recommends changes.

Represents the County on community boards or committees as required; participates in local and statewide meetings; assists in staff-support activities associated with appointed boards, as required. Seeks out and develops new alternatives for programming and financial resources.

Directs and manages activities associated with quality assurance and data management for on-going evaluation of performance and outcomes attainment for division programs, contracts and grants.

Assists in directing, planning, implementing, and coordinating Division programs and in developing program goals and objectives; identifies equipment/supplies for inventory; attends and/or leads regularly scheduled meetings to look at burn rates of contracts/grants to ensure money is spent efficiently and appropriately.

Assists in developing and implementing divisional policies and procedures; assists in developing formal collaborative agreements with local not-for-profit organizations and other local, state and federal agencies involved with children and families.

Oversees the fiscal and grants team to ensure all general fund and grant budgets are up to date, forecasts are provided to Administrators and grant deliverables are met.

Assist the Director in the operational oversight of all sections to include providing direct services expertise in child welfare for the Child Protection Team, Crisis Counseling and Justice Services Section.

Participate in case consultation for concerning cases, child abuse, high risk factors to provide guidance.

Oversee the revision or writing of policies and procedures for the Division.

Manage the Quality Assurance and Improvement Process for the Division.

Assist the Sections in any accreditation, certification, monitoring, or grant oversight.

Oversight of all technology projects including procurement, purchasing development, implementation, final acceptance
Managing Groupware/Provide Software for NJCC.

Oversees and manages division recruitment, hiring, performance management, employee concerns, disciplinary issues, disciplinary meetings, and related matters

Facilities liaison for NJCC, Satellite office and OJS. Addresses building issues, submits work orders, security concerns, day porter, cleaning service.

Oversee and manage unified training academy/curriculum for all incoming staff for the division - CPT Academy, Crisis Academy , etc.

Reviews the data submitted from the service sites in conjunction with performance management staff to ensure data is accurate and to analyze trends.

Performs related work as assigned.
