Position Description
-
The Inspector Housing II - Strategic Inspections Group manages difficult properties including vacant, condemned, fire damaged, boarded, and open to trespass properties in order to make them habitable, safe, and secure by means of the Restoration Agreement and Building Code Compliance programs and frequent monitoring. This position also conducts the regular duties of a Housing Inspector II, such as responding to complaints and conducting rental licensing inspections.

Job Duties and Responsibilities

- Represent the City in negotiations with owners, developers, and design professionals in methods of construction code improvements.
- Improve the Citywide housing stock through coordination of departments and outside agencies to improve efficiencies relating to the Vacant Building Registration and Chapter 249 programs.
- Assist the manager in preparing cases for co-representation to the appropriate City Council Committee through construction cost analysis, market analysis and in preparation of presentations before the Nuisance Condition Process Review Panel.
- Interpret architectural, structural, mechanical, plumbing, electrical code requirements for Vacant Building Registration/Chapter 249 Program properties that are subject to Restoration Agreements.
- Meet with Community Planning and Economic Development (CPED) staff representatives to coordinate rehabilitation estimates and after-market values.
- Perform thorough building assessments on assigned properties to determine rehabilitation costs and determine through analysis whether to demolish or rehab the building.
- Respond to requests, complaints and queries from City staff, Council Members, and the public.
- Inspect unsecure and open to trespass structures and issue orders to secure or authorize boarding through City contractor with special attention to personal safety.
- Issue Letters of Intent to Condemn for violations of City Ordinance which can lead to condemning of building.
- Must be able to traverse stairs and uneven ground during inspections.
- Perform code compliance inspections and monitor progress on assigned buildings through issuance of Certificate of Completion.
- Manage Restoration Agreement contract, perform inspections, monitor progress, issue extensions, cancel for non-compliance, and approve completed projects.
- Assist in training staff and other agencies as requested on the Vacant Building Registration and 249 programs.
- Perform monthly monitoring of buildings on the Vacant Building Registration.
- Respond to Illegal activity including breaking and entering and illegal occupancy
- Follow up on all VBR referrals and enter them into the Vacant Building Registration if necessary.
- Obtain warrants to enter and evaluate vacant properties
- Rental license inspections- Research, schedule, conduct inspections and re-inspections, and follow through to completion and approval.
- Conduct complaint based inspections and follow through to case completion.
WORKING CONDITIONS: Office environment and work sites requiring entering potentially vacant buildings and hazardous fire damaged buildings. Site conditions are often muddy, dusty, and littered with debris including drug paraphernalia and needles and may have illegal occupants or looters
PHYSICAL REQUIREMENTS:
Must be able to traverse stairs and uneven ground during inspections.

Required Qualifications

MINIMUM EDUCATION: Associate Arts Degree in building construction, real estate sales, real estate appraisal, and property maintenance or equivalent. MINIMUM EXPERIENCE: Three years of experience as a Housing Inspector with an extensive background in building trades or equivalent. LICENSES/CERTIFICATIONS: Property Maintenance and Housing Inspector certification from International Code Council (ICC)/American Association of Code Enforcement (AACE). Valid driver's license.
Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.
Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

- Knowledge and understanding of the Minneapolis Code of Ordinances, the Building Code, and building construction.
- Ability to evaluate building condition and determine the level of hazard in order to recommend a demolition if appropriate.
- Strong customer service skills, conflict resolution, and problem solving.
- Ability to have difficult and sensitive conversations with property owners regarding the lack of maintenance on their property, their insurance, their loss of property and material possessions caused by fire and natural catastrophes, garbage and clutter, and even the loss of life.
