Job Summary
F3EA is seeking a Program Manager (Operations & Execution) to lead day-to-day execution of Blue Water Instrumentation (BWI) efforts at the Point Mugu Sea Range.
This role is responsible for translating program objectives into coordinated, executable actions across engineering, logistics, and support functions, ensuring delivery aligns with mission requirements, timelines, and operational priorities.
The Program Manager reports to the Director, PMO (F3EA) for corporate oversight and execution standards, while working closely with the Director, PMSR Future Capabilities Office to align efforts with mission intent and evolving priorities.
This position requires a leader who can operate in a dynamic R&D and test environment, maintaining control of execution while adapting to changing requirements.
This position is designed to ensure that program execution is synchronized, controlled, and aligned with mission objectives. The Program Manager enables successful delivery by coordinating people, resources, and activities in a fast-paced R&D environment where adaptability and discipline are equally critical.
Roles and Responsibilities
- Lead day-to-day program execution, ensuring alignment across engineering, logistics, IT, and support personnel
- Translate guidance from the Director, PMSR Future Capabilities Office into actionable plans and tasking
- Coordinate and manage integrated program activities, ensuring timelines, dependencies, and deliverables are met
- Develop and maintain program schedules, tracking execution progress and identifying risks
- Synchronize efforts across teams to ensure test events, prototyping activities, and field operations are properly supported
- Monitor program performance and provide status updates, reports, and briefings to leadership
- Identify and mitigate execution risks, including resource constraints, scheduling conflicts, and operational challenges
- Coordinate with the Senior Program Manager (Business Operations & Execution) on financial alignment, resourcing, and priorities
- Ensure adherence to company processes, PMO standards, and quality requirements
- Support resource planning, ensuring personnel and equipment are aligned with mission needs
- Facilitate communication and coordination between internal teams, government stakeholders, and external partners
- Support after-action reviews (AARs) and continuous improvement of program execution processes
Supervisory Responsibilities
- Provides coordination and oversight across program personnel; may have direct supervisory responsibility depending on structure
Required Qualifications and Education
- Bachelor's degree in Business, Engineering, Operations, or related field (or equivalent experience)
- 5-8 years of experience in program management, operations, or project execution within DoD or government contracting environments
- Experience managing complex, multi-disciplinary efforts in dynamic environments
- Strong understanding of program execution, scheduling, and coordination
- Experience developing and managing program schedules and deliverables
- Strong organizational, leadership, and problem-solving skills
- Excellent communication skills, with the ability to coordinate across teams and stakeholders
- U.S. citizenship required
- Ability to obtain and maintain a DoD security clearance (Secret or higher)
Preferred Qualifications and Education
- Experience supporting DoD test ranges, RDT&E programs, or maritime operations
- Familiarity with test and evaluation (T&E) environments and field operations
- Experience coordinating engineering, logistics, and operational teams
- Knowledge of IDIQ contracts and task order execution
- Familiarity with PMO frameworks and program management tools
- PMP certification or equivalent
- Prior military or defense contractor experience
Work authorization/security clearance requirements
- Ability to obtain and maintain a Department of Defense security clearance.
Physical Demands/Work Environment
- Combination of office and operational environments
- Direct involvement in coordinating test events and field activities
- Occasional travel may be required in support of program execution
