This position supports the Foreign Military Sales - Army Case Execution System (FMS-ACES) product office, part of the Acquisition, Training & Readiness (AT&R) Program Management Office.

FMS-ACES is a cloud-based software platform designed to modernize the U.S. Army's management of foreign military sales. It replaces the legacy 30+ year-old Centralized Integrated System-International Logistics (CISIL), which was a COBOL-based system non-compliant with modern audit standards. The program aims to make Army security assistance more agile, efficient, and auditable. By transitioning to a low-code, cloud-based platform, the Army intends to keep pace with evolving global security needs and provide senior leaders with integrated data for better decision-making.

Job Description:

  1. Translate business requirements into technology-driven data strategies, ensuring alignment with Army-wide data, cloud, and digital transformation initiatives. Define data standards and principles that support operational efficiency and decision-making.
  2. Design and implement a comprehensive data management framework that operationalizes the VAULTIS (Visible, Accessible, Understandable, Linked, Trustworthy, Interoperable, Secure) principles across the entire data lifecycle, including planning, specification, acquisition, maintenance, usage, archiving, retrieval, control, and purging. Contributes to the shift towards a data-centric approach by ensuring data is managed as a product, independent of specific systems or applications.
  3. Architect and govern a holistic data strategy that reduces redundancy, ensures data quality, and standardizes data models. The architecture will directly support a Zero Trust environment by securing data at the source. Enable high-quality data analytics to support mission-critical insights.
  4. Lead the execution of data quality improvements by profiling and remediating data issues, enabling a modern data mesh that treats data as a strategic asset and a product.
  5. Eliminate siloed data across disparate systems, enhance data autonomy, and establish robust data governance frameworks to ensure consistency, security, and accessibility.
  6. Ensure compliance with key architectural deliverables, including data dictionaries, entity relationship diagrams, data models, and documentation. Maintain and enforce adherence to the Army's Unified Data Reference Architecture (UDRA) and implement Data-as-a-Service (DaaS) patterns to facilitate seamless data exchange between domains.

  • Active Secret Clearance is mandatory
  • Demonstrable experience in a Lead, Subject Matter Expert (SME), or other advisory level position as a data architect
  • Experience supporting a Project Management Office (PMO) within the Department of the Army Headquarters is highly preferred
  • Experience with Agile methodologies
  • Familiarity with the DoD Data Strategy and the VAULTIS framework. Experience implementing data governance within a Zero Trust security framework is a plus.

Place of Performance:

  • The contractor will follow a hybrid work environment for the Place of Performance:
  • On-site performance of services by the Contractor at Government facilities shall be accomplished primarily in northern Virginia and/or New Cumberland, PA, when required.
