Purpose

The Export Control Analyst supports the institution's export control compliance program by conducting export control reviews, technical classifications, and regulatory analyses related to research, academic, and administrative activities. Working closely with the Export Control Officer (ECO), the Analyst assists in ensuring institutional compliance with U.S. export control and sanctions regulations while supporting the university's teaching, research, and international engagement mission.

Responsibilities

Export Control Review & Determinations

Conducts and coordinates export control reviews in collaboration with the Export Control Officer. Reviews may include, but are not limited to:

  • Export control intake requests and compliance inquiries from faculty and staff.

  • Restricted party screenings for individuals and entities (e.g., collaborators, vendors, visiting scholars, sponsors).

  • Visa and immigrationrelated reviews to assess deemed export considerations.

  • Export control review of visiting scholars, international collaborators, and foreign national access to controlled technology or data.

  • Reviews of international shipments, new vendors, international transactions, and data or material transfers.

  • Assessment of research activities, agreements, or collaborations for export control implications.

  • Ensures determinations are supported by regulatory analysis, documented appropriately, and escalated when necessary.

Technical Classification & Regulatory Analysis

Performs and/or coordinates export control technical assessments to determine the appropriate regulatory jurisdiction and classification, including:

  • U.S. Munitions List (USML) category and subparagraph determinations.

  • Export Control Classification Numbers (ECCNs) under the Export Administration Regulations (EAR).

  • Other applicable designations under ITAR, EAR, OFAC, or related regulations.

  • Collaborates with faculty, researchers, and subjectmatter experts to obtain technical details necessary for accurate classifications and licensing or exception determinations.

PostApproval Compliance, Monitoring & Audits

Supports ongoing export control compliance following initial approvals, including:

  • Monitoring compliance with license conditions, technology control plans, and access restrictions.

  • Assisting with internal compliance reviews, audits, and assessments.

  • Supporting corrective actions and documenting compliance activities.

  • Maintaining export control records in accordance with institutional and regulatory requirements.

Policy Implementation, Training & Outreach

Supports implementation and continuous improvement of the institutional export control program by:

  • Applying institutional export control policies and procedures and recommending improvements.

  • Assisting with export control training and outreach for faculty, staff, students, and administrators.

  • Collaborating on the development and maintenance of export control guidance and content for the institutional website and internal wiki.

Regulatory Monitoring & Program Support

Monitors regulatory developments and supports program governance and oversight by:

  • Reviewing the Federal Register, trade publications, agency guidance, and other public sources for updates to export control laws, regulations, and interpretations.

  • Summarizing and communicating relevant regulatory changes internally.

  • Supporting export control audits, program assessments, and activities of the Export Control Council.

  • Assisting the Export Control Officer with special projects and program initiatives.

Required Qualifications
  • Bachelor's degree in a relevant field and a minimum of 2 years of experienceperforming export control jurisdiction and classification.

  • Demonstrated ability to understand, follow, and document the Order of Review for jurisdiction and classification.

  • Demonstrated ability to interpret and apply complex regulations, policies, and guidance.

  • Strong analytical, organizational, and documentation skills.

  • Ability to manage multiple reviews and deadlines with attention to detail.

  • Strong written and verbal communication skills, including the ability to explain regulatory requirements to nonexperts in an educational and positive way.

  • Proficiency with compliance software, database or casemanagement systems.

  • Willing and able to learn about cutting-edge scientific and engineering technologies, terms, techniques, and item specifications.

  • Provides outstanding customer service with a sense of urgency.

  • Actively encourages, enables, and practices continuous improvement.

Relevant education and experience may be substituted as appropriate.

Preferred Qualifications
  • Master's degree in a relevant discipline

  • Prior work experience in a complex university environment

  • Familiarity with sponsored research administration

  • Approaches work and collaboration with an optimistic outlook

Salary Range

$75,000 + depending on qualifications

Working Conditions
  • May work around standard office conditions

  • Repetitive use of a keyboard at a workstation

  • Occasional weekend, overtime and evening work to meet deadlines

  • Occasional interstate, intrastate and international travel
