Job Title: Human Resources Manager

Duration: 6-12+months . Fully Onsite

Location: Baltimore MD 21251

Pay Rate: $50/hr. on w2 Without Benefits

Shift: M-F 8am - 5pm

Job Description:

  • This position is responsible for optimizing HR service delivery through the strategic implementation and ongoing management of a new Human Resources Management System (HRMS) platform. The director will lead cross-functional teams and work collaboratively across university departments to ensure data integrity, regulatory compliance, operational efficiency, and alignment with institutional goals.


Strategic Leadership:

  • Develop and execute the strategic vision for HRIS, payroll and shared services, in alignment with the organization's HR and business objectives.
  • Lead initiatives to enhance HRIS capabilities, streamline processes, and leverage technology to improve efficiency, accuracy, and employee experience.
  • Collaborate with HR leadership and other stakeholders to identify opportunities for innovation and continuous improvement in HR service delivery.
  • Stay abreast of regulatory changes and industry best practices related to HRIS, shared services, and payroll, ensuring compliance with federal, state, and local laws.


HRIS Management:

  • Ensure that all University data is continually valid, reliable, and reportable.
  • Ensure that data warehousing is secure, compliant, and accessible for users.
  • Develop and execute the strategic vision for HRIS in alignment with the organization's HR and business objectives.
  • Lead initiatives to enhance HRIS capabilities, streamline processes, and leverage technology to improve efficiency, accuracy, and employee experience.
  • Collaborate with HR leadership and other stakeholders to identify opportunities for innovation and continuous improvement in HR service delivery.

Required Education:

  • Bachelor's Degree in Business, Organizational Psychology, Human Resources, or a related field from an accredited college or university.


Required Experience:

  • At least 8 years of Human Resources experience, with at least five years in a supervisory capacity.
