This position is responsible for the development and implementation of comprehensive programmatic strategies to assure the long-term safety and reliability of Duke Energy's steam generating facilities. These strategies address corporate strategic objectives, financial goals, regulatory requirements, technology limitations, and OEM/vendor relationships. The HEP Program Manager will ensure adequate and consistent plans, processes, documentation and standards are developed, trained, implemented and exercised to ensure all RRE sites maintain compliance with the program guidelines.

The incumbent must have leadership ability, organizational knowledge, experience and strategic vision to implement relevant programs to address issues in the fleet. The incumbent must possess the technical acumen to design/analyze/assess program details, have proficiency in financial or economic analysis to optimize results and recommend adjustment to program initiatives, all to achieve defined improvement results.

The position requires excellent verbal and written communication skills with the ability to lead the preparation of complex reports and presentations. This level will frequently interface with all levels of management including GMs, VPs, Senior VPs, and the senior management groups.

The HEP Program Manager is expected to frequently interface with industry groups and peers to benchmark best practices and to lead the industry in a rapidly changing environment.

Responsibilities
  • Develop and implement the procedures for Covered Piping Systems, Flow Accelerated Corrosion, Steam-Touched Headers and Pipe Supports and Hangers, to address the assessment technologies to be applied.

  • Facilitate High Energy Piping MER Meetings to review risk items and develop scope and budget recommendations for future inspections.

  • Collaborate with Regional Services and Station/Plant Engineers to initiate project requests in PowerPlan long range planning for HEP Inspection Projects and support station requests for funding

  • Facilitate and coordinate HEP scope development, cost estimates, and planning activities with Regional Services, Station/Plant Engineers and NDE Coordinators.

  • Coordinate HEP Risk Grid items with Station/Plant Engineer and Technical Manager for entry to the Station Risk Grid.

  • Support Implementation Managers and NDE Coordinators during pre-inspection activities, scaffolding, insulation, and pipe preparation.

  • Provide technical oversight and support Implementation Managers and NDE Coordinators on HEP examinations.

  • Document inspection findings and provide Station/Plant Engineer and/or Regional Services prioritized repair recommendations.

  • Schedule and facilitate final technical review of inspection results. Provide prioritized list of recommendations to Station/Plant Engineer, Technical Manager, and Regional Services to support repairs and/or replacement options for component damage detected during HEP examinations.

  • Document reductions of inspection scope due to budget constraints or outage related interferences. Issue risk based evaluations on scope reductions to the Station/Plant Engineer, Technical Manager and/or Regional Services.

  • Develop site and final report on HEP examinations including results from NDE and lifing analysis services provider. Issue report to the Station and Regional Services. The reports are archived as a Component Assessment in the PlantView Component Assessments library.
