Job Summary

The Director of Parking Services provides strategic, operational, and financial leadership for UCSF's parking system across all campus and UCSF Health locations. The role oversees planning, administration, revenue integrity, customer service, and modernization of more than 25 garages, lots, and valet operations. The position directs major initiatives including the deployment of the Wayleadr Parking Management System, integration of Hyde Hospital and Stanyan operations, onboarding of 409/499 Illinois garages, and modernization of gate, camera, and payment systems.
The Director manages a multimillion-dollar budget, oversees a workforce of approximately 95 staff, and ensures that UCSF's parking resources support the University's clinical, research, educational, and patient-care missions.

The Director of Parking manages a large parking division through subordinate managers and staff. Oversees the strategic planning process in compliance with organizational objectives and external regulatory requirements. Establishes and ensures implementation of policies and procedures in support of departmental goals and objectives relating to parking, transportation and sustainability related concerns.

UCSF Transportation Department's Parking Division manages over 7,500 parking spaces spread across multiple campuses, valet services, a multifaceted permit program and enforcement services for our community.

We are looking for a Director of Parking who possesses a high-level of technical acumen in all areas of public parking and has outstanding leadership skills to hire, train and develop employees. This is an exciting opportunity and a new leadership position that will oversee 75+ employees and a $40 million budget (operating + debt services).

Some of the key projects include:
* Completion of a Parking Guidance System
* Exciting rollout of a new Parking App, providing real-time space availability
* Design and construction of a 200-space parking lot and a 500-space parking garage
* Evaluation and upgrade of the Parking Access, Revenue Control System and current parking permit system
* Expansion of in-house valet parking services for patients, visitors and employees
* Design and installation of new wayfinding signage

We are seeking a highly accomplished parking professional with an excellent track record of managing complex parking operations, preferable in a university or hospital setting, with commitment to outstanding customer service. Excellent communications and presentation skills are critical, since this position must communicate with the campus and health leadership, as well as internal and external stakeholders.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $118,300 - $268,900 (Annual Rate).

Department Description

Campus Life Services (CLS) provides essential operational services that support UCSF's mission. Transportation Services enables safe, reliable mobility across all UCSF sites through parking, shuttles, valet services, commuter programs, on-demand services, and transportation technology systems.
The Director of Parking Services leads the parking portfolio across Parnassus Heights, Mission Bay, Mount Zion, Laurel Heights, Illinois Street, Hyde Hospital, Stanyan, and offsite leased locations.
UCSF Department of Transportation manages transit and parking services for the UCSF students, faculty, patients, visitors and employees. Transit operations include 13 fixed routes and on-demand services supporting nearly 2.5 million annual riders. Parking operations include over 25 parking garages and lots across the City, with over 7,500 spaces. Parking team also manages an extensive permit program, parking enforcement, citation adjudication and other parking related services. The Department promotes clean and sustainable transportation modes that include walking, bicycling, carpool/vanpool, car-sharing program, electric scooter sharing program, etc. The Department has over 190 positions with an annual operating budget of over $45 million.

Required Qualifications


  • Bachelor's degree in related area and/or equivalent education/experience
  • Minimum 10 years of relevant experience
  • In-depth knowledge of parking operations for a large and complex organization, as well as related policy and regulatory compliance requirements from governmental agencies
  • Advanced knowledge of parking industry best practices to ensure most efficient and effective use of resources and sustainability efforts
  • Experience working in a unionized environment
  • Experience managing large, multi-site operational teams in a complex organization
  • Advanced knowledge of revenue control equipment; surveillance systems, parking permitting and enforcement related equipment, hardware and software systems, etc.
  • Strategic negotiation skills
  • Strategic leadership and interpersonal skills to work effectively, across all organization levels, internally and externally
  • Proficiency in the use of basic computer applications
  • Advanced verbal and written communication skills

Preferred Qualifications


  • CAPP - Certified Administrator of Public Parking
  • Experience with insourcing
  • Experience in a university or health system environment
  • Experience implementing large-scale parking technology systems
  • Experience with capital planning and facilities management
  • Knowledge of PCI compliance and audit controls
  • Experience with patient / medical center /hospital parking operations
