Salary Statement
Estimated Starting Salary Range: USD $96,600.00/Yr. - USD $160,850.00/Yr. Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.
Description
Cooperating with the lead project inspector and NAVFAC CM and ET(Electrical Technician), while monitoring the construction project and all phases of work performed by the contractor
- Proactively identify possible issues and providing recommendations for resolving and implementing such effective measures to maintain continuous construction progress and quality workmanship
- Ensuring required submittals and permits are approved prior to contractor commencing work
- Actively participate with Lead Project Inspector, NAVFAC, CECOS (Naval Civil Engineer CORPS), and PSD to identify non-compliance issues and assure non -compliance issues are resolved
- Developing detailed reports, memoranda, letters, and other documents regarding project issues for both NAVFAC and PSD distribution, while coordinating with engineers, architects, NAVFAC CM and ET, and construction contractors regarding normal and unusual project problems and phases
- Ensuring the maintenance of detailed records of all project activities, findings, progress, and results; may supervise the work of other professional and technical staff assigned to the project team
- Ensuring PSD and NAVFAC interests are fulfilled with regards to quality of construction and quantities paid
- Verifying with inspection staff field measured and installed quantities for record and review and approve awarded contractor progress and final payment requests
- Interpreting plans and specifications while facilitating with PSD, NAVFAC, and Lead Construction
- Overseeing the coordination and scheduling of special inspections as required by specifications, required testing of materials, equipment, structural elements, and building materials for construction
- Providing lead role as needed to effectively execute the work in compliance with the contract
- Meeting with the Lead Construction Inspector, Electrical Engineer, PSD and NAVFAC and NAVFAC ET to clarify expectations and review plans and specifications
- Reviewing and approving progress and final payments, contract change orders and work in progress
- Ascending building, electrical or equipment under construction, descending into excavations, traversing areas under construction to fulfill inspection requirements
- Preparing and routing Contractor Progress and Final invoices in accordance with PSD invoice process
- Monitoring and enforcing all contractual terms, UEM (Utilities and Energy Management DoN) obligations, and requirements
- Recommending engineering field solutions in coordination with Electrical Engineer of Record (BSE) to design construction problems encountered in the field
- Preparing weekly construction progress meeting agendas and meeting minutes and facilitating weekly construction progress meetings
- Maintaining regular communication and coordination with PSD, NAVFAC, Stakeholders and BSE affected by ongoing construction activities
- Identifying and recommending corrective actions when project progress is delayed, or budgets exceeded
- Preparing, resolving, and negotiating construction change orders
- Ensure contractor's conformance to UFC (Unified Facilities Criteria- Whole Building Guide), BOD (Basis of Design-NAVFAC), SSHO (Site Safety Health Officer), NAVFAC's Energizing process and permitting procedures
- Ensuring contractor's conformance to close-out requirements, including preparation of punch lists and verify completion of punch list work
- Ensuring contractor's work is properly inspected and certified for approval
- Preparing and calculating monthly PSD and NAVFAC schedule updates with accurate external cost/resource-loaded schedule activities to document project status and funding forecasts in MS Project Enterprise software
- Preparing and writing Power BI monthly narrative project updates including key milestones reached, general work progress and status, issues and resolutions, and overall state of the project including schedule and budget health
- Assisting in long-lead items spec review and logistics coordination with NAVFAC and PSD
