The Ohio Turnpike & Infrastructure Commission is seeking an experienced Facility Operations Manager to work in our Engineering/Maintenance Department at the Administration Building in Berea, OH. Examples of Duties

Main Job Tasks:

  • Perform infrastructure maintenance support which requires research, development, and management of maintenance operations components such as material and service contracts, miscellaneous construction work, and related activities.
  • Provide department support for the management of issues dealing with the operation and maintenance of the turnpike's facilities including the development, auditing, and review of departmental standard operating procedures and policies, specifications, services, etc.
  • Perform operational checks, documentation, testing, reporting, and coordinates required maintenance for building and physical plant equipment at service plazas, toll plazas, maintenance buildings, etc., which includes heating, ventilation and air conditioning equipment, boilers, pumps, mechanical and electrical control type systems, doors, lights, fixtures, backflow prevention, generators, fire suppression systems, water and wastewater systems, underground storage tanks, etc.
  • Assist in the development and implementation of long and short term operational and capital planning/budgeting for the renewal of Ohio Turnpike facilities.
  • Assist in preparing and reviewing construction contract plans, specifications and cost estimates for construction projects.
  • Track progress of the Commission's Annual Facilities Inspection Report to ensure necessary rehabilitation is completed.
  • Review code compliance with State and Local regulations.
  • Evaluate and recommend procedures, standards, and/or advanced technologies to improve the operation, efficiency and environmental impact of utilities and facilities.
  • Research and apply for grants, incentives, etc. to minimize capital and operating expenditures.
  • Provide support and coordinate with Trades Supervisors for day-to-day management and maintenance of Commission facilities.
  • Develop and maintain support system for maintenance of Turnpike facilities through in-house support and contracted services.
  • Perform any other duties as may be assigned by the Maintenance Engineer.
Major Worker Characteristics
  • Ability to understand electrical, mechanical, water, and wastewater systems, read and understand plans and specifications.
  • Knowledge of practices associated with the maintenance and repair of building systems and equipment.
  • Familiarity with applicable building codes, regulations and specifications, including Ohio Basic Building Code, agency policies and procedures and safety and health standards.
  • Knowledge of federal, state and trade/professional guidelines, including NEC, OBBC, ASIM, ASHRAE, ASME, API, SAE, ODOI CMS and Standard Drawings.
  • Application of OSHA rules, regulations and standards including Lock-out/tag-out*, CFC handling, Arc-Flash, etc.
  • Cooperate with co-workers on group projects.
  • Handle routine and sensitive contacts with government officials, consulting firms, contractors and general public.
  • Respond quickly and efficiently to incidents which may affect the service and safety of customers, the completion of contracts, and delays to contractors.
  • Effectively accomplish several work assignments simultaneously.
  • Ability to resolve disputes and non-compliance issues among stakeholders.
  • Strong written and oral communication skills.
  • Proficiency in the use of computer equipment, and programs including Excel, Word, and Outlook.

Typical Qualifications

Minimum Qualifications:

  • Associate or bachelor's degree in a related technical/business field of study is preferred.
  • Minimum five (5) years of work experience in a similar role.
  • Familiarity with building projects, energy efficiency, chiller and/or boiler plants, HVAC systems, fire systems, emergency generators, and energy related building controls and related software.
  • Valid State of Ohio Driver 's License.

Supplemental Information

Unusual Working Conditions:

  • The predominant work environment is the office; however, must be physically capable and sufficiently agile to perform a variety of field activities, which may require climbing, walking, running and lifting, visual and auditory observations.
  • If necessary, at times it may require 24 hour per day availability for some job duties.
  • Periodic field activities are necessary including supervision, inspection, verification and troubleshooting of turnpike facilities.
  • The work environment includes driving and field inspections during the day and possibly at night.
  • May be exposed to extreme weather conditions dirt, grease, dust, unpleasant odors, confined spaces and loud noises while working outdoors.
  • Must be able to navigate construction work sites on foot.
  • Some climbing of ladders or obstacles may be required.
  • May require varying work hours based upon construction season and projects.
  • Required to travel throughout the distance of the Ohio Turnpike.
