For more than55 years, Family Health Centers of San Diego's (FHCSD) mission has been to provide caring, affordable, high-quality health care and supportive services to everyone, with a special commitment to uninsured, low-income and medically underserved persons.

FHCSD is one of the top 10 largest federally qualified health centers (FQHCs) in the country. We operate more than 90 sites across San Diego County, including 29 primary care clinics, 23 behavioral health facilities, 10 physical rehabilitation clinics, nine dental clinics, five vision clinics, four outpatient substance use treatment programs, three mobile medical units, two mobile counseling centers, two urgent care centers, and a pharmacy.

Our staff provides care to over 227,000 patients each year, of whom 91% are low-income and 29% are uninsured. FHCSD provides care to all. Services include, but are not limited to adult care, chronic disease management, pediatrics, comprehensive women's care including obstetrics, dental, vision, case management, physical rehabilitation, speech therapy for children, vaccinations, infectious diseases, behavioral health, substance use counseling and a host of specialty services including cardiology, podiatry, endocrinology, dermatology, among others. FHCSD also offers supportive services to those who are unsheltered and in need of intensive case management.

The breadth of our clinic locations, services and programs has grown over the last five decades, making us the largest community clinic provider of health care to the uninsured in the county and one of the top 10 largest community clinic organizations in the nation. We are also the largest health care safety-net provider, largest school-based health care provider and the largest mental health provider in the San Diego region.

Family Health Centers of San Diego is looking for an Associate Director, Grants Accounting. Under the direction of the Director, Grants Administration, the Associate Director, Grants Accounting, will direct and coordinate the daily activities of the grants accountants and is responsible for the financial management, compliance, and reporting of federal, state, local, and private grant funding. Ensures prompt and accurate recording of revenues and expenses of the various grants and contracts. The incumbent will ensure compliance with grant terms and conditions and with applicable government regulations.

Responsibilities:

  • Builds positive relationships, inspires others to perform at higher level, prepares career development plans and retains an accountable workforce.
  • Coaches and counsels staff and administers appropriate disciplinary action in a timely manner.
  • Ensures prompt preparation and submission of invoices and collection of grants receivables.
  • Ensures prompt preparation and submission of grant financial reports to program directors and managers.
  • Maintains files of all grants, contracts, notice of grant awards, revisions to grants, and other related documents.
  • Manages all activities relating to grants and contracts including supervision of grant accountants.
  • Other duties that may be assigned by CFO or Director.
  • Participates in continuous improvement activities and ensures appropriate Lean tools (i.e., 5S, A3) are deployed and results are evaluated and/or measured.
  • Prepares monthly federal funds draws including preparation of documentation/schedule supporting wire draw.
  • Prepares quarterly Federal Financial Reports (FFR).
  • Prepares the annual BPHC Single Application and RW Part C Cost Report and Application.
  • Provides grants budgets and information for the annual corporate budget.
  • Provides/ensures staff receive all new hire and annual trainings on time.
  • Reviews monthly salary allocation, fringe benefit charges, indirect cost calculation and revenue recognition of grant accounts.
  • Reviews utilization of grant funds and ensures compliance with grant requirements and government regulations.
  • Serves as principal liaison between grant accounting team and program directors and managers, and grant writers and coordinates information flow.
  • Ensure compliance with Uniform Guidance (2 CFR 200), grant agreements, and funder-specific requirements.
  • Serve as the primary Finance contact for grant-related audits, site visits, and monitoring reviews.
  • Implement and monitor corrective actions related to audit or monitoring findings.
  • Coordinates directly with the Director, Grants Administration, Associate Director, Grants Administration, and cross-functional teams to ensure alignment between programmatic and financial grant requirements.
  • Contribute to the development and refinement of grants accounting policies, standard operating procedures, and internal controls.

Requirements:

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field required; Master's degree preferred.
  • Five years of experience in grants and contracts accounting, budgeting and reporting.
  • In-depth knowledge and experience with federal grant regulations, including the Single Audit Act and Uniform Guidance (2 CFR 200, Subpart F).
  • Strong knowledge of GAAP and nonprofit grants accounting.
  • Experience with accounting systems and financial reporting tools; ERP experience preferred.
  • Excellent analytical, organizational, and problem-solving skills.
  • Strong written and verbal communication skills, with the ability to explain financial concepts to non-financial staff.
  • High level of attention to detail and commitment to accuracy and compliance.
  • Ability to meet deadlines and work under stress.
  • Traveling between sites and other locations is occasionally required. Must have a valid CA driver's license, an automobile, and proof of minimum levels of car insurance as required under CA law, although minimum limits of $100,000 are recommended. An acceptable driving record is also required. CA law requires all drivers to obtain a valid CA driver's license within ten days of establishing residency. We are excited to share that the salary range for this position is:

70,640.00 - 101,537.75
