Supports all Information Technology (IT) and Communications infrastructure and services, including maintenance and help desk, as required by the Moab UMTRA Project for all project sites and office locations and contractor and Department of Energy (DOE) personnel.

Job Description

The Moab GSS (General Support System) is the authorized IT system, which provides all unclassified IT services. The Technical Assistance Contractor (TAC) provides technical and administrative management and support of Information Technology and Communications (IT&C) information, hardware, systems, services, and security for all Project sites, facilities, and office locations, including the Grand Junction Office, and for all Remedial Action Contractor (RAC's), TAC, and DOE personnel. The TAC performs IT&C lifecycle planning, configuration management, acquisition of IT supplies, and installation and maintenance of IT&C systems and equipment to ensure its adequacy to support the ongoing Moab mission. This includes providing operation, maintenance, and support of servers, a network, workstations, laptops, internet access, Help Desk support, IT&C, training support, software development, application maintenance, printers, miscellaneous hardware, and portal/intranet software and support.

The TAC also performs software development when requested, database management, and maintenance for in-house developed software to include the following applications: DOE Records Management System (DOERMS), Access Control, Correspondence Control Tracking System (CCTS), Radiological Employee Dosimetry Database System (REDDS), Training Information System (TISK), Universal Address List, Moab Environmental Sampling (MESa), Network Auditing Tool (NSATs), Project Management and Control System (PMCS), Sample Management System (SMS), and the Moab UMTRA project's SharePoint workspace.

The IT Specialist positions maintain and upgrade Microsoft Windows Information Systems including SQL Server, Postgres, System Center, Cisco iOS, Officer 365, Azure, Palo Alto, and related services and application tools. Allocate system storage and planning future storage requirements for the information systems. Manage primary information system storage spaces and structures. Enroll users and maintain system security, control and monitor user access to the information system. Monitor and optimize the performance of all systems. Ensure compliance licensing agreements. Plan for backup and recovery of information systems. Provide technical assistance and guidance for the migration of legacy data. Responsible for applications and data reporting, Electronic Data Deliverables, GIS Functions, (such as web applications and development; website configuration and maintenance; and data reporting), ad-hoc reports and direct user access through database connections. Troubleshoot software and hardware failures and identify network problems. Communicate technical information to both technical and non-technical personnel. Know when to communicate project issues and progress. Assist in the preparation of reports, graphs, and presentations using spreadsheet, graphic software, and/or database applications. Perform software moves, adds, and changes as assigned. Develop end-user documentation. Perform issue logging, tracking, analysis, reporting and management. Maintain records on repairs, downtime, changes and updates. Train users in the use of technology and systems. Responsible for the regular upkeep and maintenance of all hardware and software components to provide the highest level of complete system availability to system users as reasonably achievable. Provide a method and reporting mechanism to measure overall system availability. Responsible for performing regular upgrades and patching of system hardware and software issued by the manufacturers. Security patches and upgrades identified as critical, immediate, or above by the manufacturer will be applied. Maintain a log of available patches and upgrades to all components. Provide a contingency plan for the restoration of access in the event of loss of services, equipment or facilities. Provide an IT equipment life cycle management plan and schedule for all equipment, peripherals and software. Develop and provide weekly and monthly status reports on all assigned activities. Perform additional duties assigned by management.

Job Requirements



  • The IT Specialist I position is required to perform above duties with oversight.
  • Education: Bachelor's degree in Computer Information Technology, Management Information Systems, Computer Science, or other information technology related field, to include course work in network computer information systems. Previous work experience may be substituted for education requirements.
  • Experience: At least one (1) year of experience using software and application tools for maintaining information systems. Strong interpersonal skills, with ability to set objectives, conduct meetings, and clearly communicate. Proven ability to effectively multi- task and successfully work as a part of a team. Competency in most of the technologies and skill sets applicable to Information Technology.

Federal Government Clearance:

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment and may require subsequent reinvestigations may be required.
