ENERGY SYSTEMS GROUP is looking for an Engineering Manager of Development Leaders (DLs) to join our federal team. Development Leaders are seasoned engineers who lead individual federal projects from concept to full development. The Engineering Manager position is virtual with occasional travel, including overnight stays.

The Engineering Manager of DLs is responsible for the consistent and effective delivery of Energy Systems Group's (ESG) services to the federal government, primarily in Energy Savings Performance Contract (ESPC) or Utility Energy Service Contract (UESC) or Enhanced Use Lease, design-build, or other similar projects in CONUS (the Continental United States). The Engineering Manager will serve as the technical leader of the FBU team, acting as a bridge between site-specific, customer-focused sales aspects and engineering aspects, and provide appropriate guidance to the DLs. They will also assist Account Executives (AEs) in technical sales aspects as required.

The Engineering Manager's primary responsibilities will be managing the DLs from concept, through project development phases, ensuring that client-specific requirements are effectively addressed in the technical solution, maximizing the value to the client, while proactively identifying & mitigating key project & organizational risks. The ESPC or UESC projects can range from multi-million-dollar projects that involve small, technological, distributed, and building-level applications to more frequently, larger, more complex, multi-faceted projects that incorporate central plant applications, such as central chilled water/steam/HW central plants, combined heat and power plants, or other distributed power-generation islands.

The Engineering Manager will work in concert with ESG's internal support engineering group, called Engineering Design & Development or EDD, managed by a peer manager, as well as construction/operation managers, finance, proposal development, M&V and/or operations & maintenance professionals to ensure holistic development occurs and all development phase goals and objectives are met. The ESPC or UESC projects can also utilize external subconsultants for design or other aspects, and the Engineering Manager will provide directions to the DLs as required.

The Engineering Manager is also responsible for adhering to existing standard operating procedure (SOP) for project development as well as for identifying and implementing internal SOP improvements for development activities. The Engineering Manager will apply his/her technical knowledge, project knowledge, project management experience, well-rounded communication skills, and overall effective and proactive management of people, process, and project, to ensure that our commitments are met on time, within budget, and project risks are appropriately mitigated, and projects are delivered at or above the quality expected by the customer.

The essential functions of the position include:



  • Monitors schedules and budgets for each project from initial sales support through the development project phase, to the construction award. Working closely with the DLs to keep engineering efforts on schedule, or to develop and execute recovery schedules.
  • Manage the DLs through the engineering and procurement process to obtain all project costs and savings needed to develop the financial cash flow model. The engineering process includes but is not limited to, the identification of appropriate ECMs for consideration, preliminary and detailed engineering of the ECM savings, development of ECM specific scopes of work, accurate cost estimates/bids consistent with the scope of work, energy savings estimates based on documented calculations and assumptions, O&M scope of work and cost estimates, non-energy savings cost estimates and appropriate documentation, and other related efforts. The energy savings guarantees will be evaluated to determine if they are consistent with the calculations and an understanding of their limited accuracy, thereby identifying risks to the guarantee.
  • Supports both the DLs and Account Executive teams, acting in a technical sales capacity when necessary to ensure all customer stakeholders are in alignment and supportive of the project.
  • Participates in the evaluation of staffing needs and justifications for the DL group with the Director of Engineering to determine the ability to support the business plan; participates in the recruitment process or assignment of engineering personnel, including outside resources as necessary.
  • Ensures smooth transition between engineering and construction.
  • Coordinates assignments of the DLs, ensuring that the distribution of workload is appropriately levelized.
  • Manages, directs, and coordinates activities of DLs to ensure documentation, adherence to ESG process standards, and ensures that project progress is on schedule and within the established development budget.
  • Provides guidance and advice in the selection of subcontractors and vendors to deliver the project in accordance with ESG's requirements and standards.
  • Coauthors a unique professional development plan for each of his or her DL team members and provides avenues for those team members to gain the training and growth opportunities necessary to achieve this development.
  • Functions as a mentor and a coach for the DLs to aid in their professional and the team's development.
  • Supports the continued growth and development of a culture of customer focus, mutual accountability, engineering excellence, and individual growth and development.
  • Assists in customer presentations and provides technical support as needed to support DLs and the sales activity.
  • Manages the engineering learning program, including Lunch and Learns, webinars, and other methods to deliver exposure to new technologies.
  • Performs other duties as deemed necessary by management.


Your background includes:



  • Bachelor's degree in mechanical, electrical, architectural engineering or closely related technical disciplines from four-year fully accredited college or university.
  • Seven (7) to ten (10) years' related experience in the US federal market, preferably in performance contracting and/or design-build market segments on the project development side; or an equivalent combination of education and experience.
  • Five (5) years' direct experience managing direct reports.
  • Good experience in commercial and/or institutional mechanical engineering aspects to include HVAC, central heating and cooling, combined heat and power plant systems, distributed power generation, or electrical-engineering elements related to the applications listed above.
  • Exposure to HVAC controls is desired.
  • Exposure to technical service sales aspects.


A bonus to have:



  • HVAC controls, as well as exposure to cybersecurity aspects as they apply to the US federal government
  • Related experience with performance contracting in the US Federal Market Space
  • Related experience in design-build, energy sales agreement (ESA), power purchase agreement (PPA), and enhanced use lease arenas.
  • PE and CEM.
  • ASHRAE and AEE membership.
