GENERAL JOB SUMMARY: The Property Analyst is responsible for the accurate and timely execution of property management tasks for customer-owned, externally provided, contractor acquired, and U.S. Government property. This role ensures compliance with FAR 52.245-1 Government Property and DFARS 252.245-7005 Management and Reporting of Government Property, and AS9100D 8.5.3, maintains a complete and auditable trail of property transactions, and communicates effectively across contracts, procurement, program management, operations, and engineering teams. ESSENTIAL JOB FUNCTIONS: While the core essential functions are consistent across all Property Analyst levels, the complexity of assignments, level of supervision required, and degree of independent judgement vary by level. PropertyAnalyst I performs tasks under close supervision and focuses on learning and applying established procedures. Property Analyst II performs duties with moderate independence, interprets property requirements, and may lead specific tasks or assessments. Property Analyst III operates with full autonomy, serves as a subject matter expert, and provides mentorship and guidance to lower-level analysts.
- Review contracts, Statements of Work (SOWs), Bailment Agreements to identify property management responsibilities and ensure compliance with applicable regulations.
- Collaborate with Contract Management and Program Management to ensure property responsibilities are clearly understood and executed, including calibration and preventative maintenance.
- Execute property tasks in accordance with the Corporate Government Property Policy, Government Property Manual, company procedures, and work Instructions across all 22 PMSA elements.
- Maintain accurate records of property receipt, identification, usage, movement, storage, and disposition.
- Host meetings to communicate property authorizations, restrictions, and limitations across various locations (manufacturing, offsite, subcontractor, Government Owned Contractor Operated (GOCO), Inventory Control Point (ICP), Contract Logistics Supply (CLS) warehouse, engineering use areas, etc.).
- Communicates requirements to downstream departments (production, procurement, material control, and shipping/receiving) to mitigate commingling and improper or unauthorized use of property,
- Use Procurement Integrated Enterprise Environment (PIEE) to update Government Furnished Property (GFP) status (transfer, receive, ship) within 7 business days of occurrence.
- Request Transportation Authorization from DCMA and generate DD1149s for property transfers.
- Properly identify furnished property upon receipt and update identification as requirements change.
- Perform ERP system transactions (receipt, move, count, ship) and maintain electronic records in SharePoint.
- Conduct annual physical inventories and support internal self-assessments of the Government Property Management System (GPMS).
- Schedule quarterly meetings with production and engineering teams to assess property usage, condition, declare excess, then coordinate disposition through program management.
- Perform quarterly internal assessments via visual inspection of identification, records, storage locations, and locations where property is in use.
- Uses PIEE GFP Module to report property loss, convert CAP to GFP, and initiate Plant Clearance Authorization for reutilizing or dispositioning excess property.
- Support contract property closeout activities and report status via JIRA, including uploading closeout documentation.

EDUCATION AND EXPERIENCE: Required: Property Analyst I
- High school education with at least 3 years of inventory/property management experience.
- Fundamental ERP system knowledge.
- Demonstrated ability to maintain accurate and auditable records.
- Ability to obtain National Property Management Association (NPMA) Certified Professional Property Specialist (CPPS)
- May require U.S. security clearance (U.S. Citizenship required).
Property Analyst II
- Bacheloris degree or 3i5 years of inventory/property management experience.
- Intermediate ERP system knowledge.
- Ability to identify mandatory property clauses and review and interpret property responsibilities as described in Statement of Work (SOW).
- Possess National Property Management Association (NPMA) Certified Professional Property Specialist (CPPS).
- Under cost accounting direction, validates company assets in the ERP system, coordinates tagging and photographing, and updates asset status in the Asset Tracker.
Property Analyst III
- Bacheloris degree or 5+ years of property management experience.
- Ability to train and mentor less skilled Property Analyst or designees.
- Ability to obtain National Property Management Association (NPMA) Certified Professional Property Administrator (CPPA).
- Advanced Excel skills (VLOOKUP, HLOOKUP, INDEX, PivotTables).
- Ability to manage and analyze large datasets from multiple sources.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS:
- Office and/or manufacturing environment.
- Standing, walking, lifting, carrying up to 50lbs, reaching, and using material handling equipment in accordance with KUAS General Safety Training guidelines.
- May work extended hours and/or weekends.
- Ability to work in a non- temperature-controlled environment.
- Employee may generate, handle, manage, or work around hazardous materials and hazardous wastes.
TRAVEL REQUIREMENTS:
- 15-25% May be required between KUAS and customer/vendor locations.
