HJF is seeking a Senior Proposal Specialist to work under the direction of the Senior Proposal Manger-Team Lead, works closely with other proposal and grants specialists and disseminates information about specific announcements and funding opportunities. The job reads and interprets funding opportunity requirements and ensures high quality, on time submissions of all proposals, negotiates terms and conditions of awards with sponsors and acts as a resource for proposal submissions (e.g., knowledge of electronic submissions systems).

This position will be in support of Strategic Initiatives.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike.Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


  • Work independently and responsible for a large research proposal portfolio by developing, reviewing and revising simple and complex grant and contract applications through submission to federal and private donors and sponsors. Responsible for assuring all proposals are accurate, complete and compliant with all applicable HJF, Federal, State and County laws/regulations, and that they conform with all requirements of the research performance sites and submission guidelines for applicable sponsors.
  • Conduct kick-off meetings with researchers and program managers to discuss proposal applications, deadlines, sponsor terms and conditions and advice on budget structures, address any researchers' concerns and plan milestone deadlines to ensure quality proposals are ready, with all necessary components completed, for on time submissions.
  • Negotiate proposal awards and conduct hand-off meetings with post-award teams ensuring seamless award transfer and set-up.

  • Provide proposal development training for all researchers and program mangers (as applicable) on proposal submissions, budget development, system usage and department Standard Operating Procedures and processes.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Education and Experience

  • Bachelor's Degree is required.
  • Minimum of 3-5 years experience required.
  • Experience with Federal procurement and proposal development can offset education requirements.

Required Knowledge, Skills and Abilities

  • SME with direct work experience in proposal development, research or financial management preferably in grants and cooperative agreements in a university, medical school or nonprofit institution.
  • Strong financial and budget development experience needed.
  • Subaward and clinical trial management experience highly desirable.

Physical Capabilities

  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The hourly pay range for this position is $37.31-$55. Actual hourly pay will be determined based on experience, education, etc.
