The Job

Leads and coordinates Consolidated Transportation Services Agency (CTSA) activities. This includes developing, implementing and monitoring policies and procedures to ensure compliance with Agency, local, state and federal requirements.


Examples of Duties

Develops short-term and long-term activities to implement coordinated services which provide additional mobility options for seniors and individuals with disabilities. Writes/updates a biennial CTSA business plan which may be included in Agency Short-Range Transit Plan.

Lead the expansion of and improvements to the Regional Mobility Partnership program including program expansion, efficiencies, monitoring, and technical support to existing partners.

Leads the Agency's ADA Certification process and ensures compliance with all local, state, and federal regulations. Provides guidance to Agency personnel on ADA regulatory compliance issues and makes recommendations on policy changes to ensure ongoing compliance with federal and state requirements.

Makes presentations to the Board of Directors and executives related to mobility services projects, progress or recommended changes.

Develops and administers competitively awarded contracts for mobility transportation services. Reviews and approves mobility services invoices. Monitors and verifies required reporting, ensuring compliance with all Agency, local, state, and federal requirements. Reviews the accuracy of operations data, revenue hours, ridership, etc.

Develops and monitors CTSA and mobility service key performance indicators. Evaluates performance through data collection, analysis, and preparation of reports. Makes recommendations for schedule adjustments and coordinates the implementation of service modifications with other departments

Provides technical assistance to contractors and specialized transportation providers. Ensures compliance with Americans with Disabilities Act (ADA) regulations. Promotes, enhances, and facilitates access to transportation services for seniors and individuals with disabilities.

Manages the Transportation Reimbursement Escort Program (TREP) ensuring compliance with internal policy, effective auditing/monitoring, and timely payments.

Assists San Bernardino County Transportation Authority (SBCTA) in the development and implementation of the County's Coordinated Transportation Plan for San Bernardino Valley.

Participates as Agency's Liaison with specialized entities within the Agency's service area to educate customers and citizen groups about transportation services. Represents Agency at meetings with other agencies and organizations.

Monitors responses to customer comments, concerns and issues. Develops responses to customer relations issues and the investigation of complaints. Works directly with service providers to resolve ongoing or escalated issues.

Supports the Agency's Travel Training program including reporting, regulatory compliance and community outreach. Promotes travel training services in coordination with health and human service organizations.

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.


The Requirements

EDUCATION and/or EXPERIENCE

Any combination of education and experience equivalent to a bachelor's degree (B.A./B.S.) from a four-year college or university and six (6) or more years of increasingly responsible professional experience in specialized transportation services, health and human services, transit operations, paratransit transportation management, ADA eligibility, or contract administration.

OTHER SKILLS AND ABILITIES

Knowledge of:mobility management; principles of contract monitoring and administration; transit operations and state and federal transit regulations and reporting; the Americans Disabilities Act (ADA), local, State and Federal requirements for ADA complementary paratransit service and related eligibility; special transit needs for individuals with disabilities and senior citizens.


The Selection Process

Candidates will be screened for relevant qualifying experience that consists of an evaluation of education and experience. The most competitively qualified candidates will be invited to participate in the selection process. The selection process may include a combination of written, performance, and oral examinations.
