What You'll Do

IronArch is seeking an Engineering Manager to lead the technical direction, team performance, and modernization of the Beneficiary Travel Self-Service System (BTSSS) the VA's nationwide platform that helps Veterans, caregivers, and donors submit and track their travel reimbursement claims. BTSSS supports millions of Veterans each year by connecting to core VA systems that manage identity, appointments, eligibility, and payments. The system includes both a public portal for claimants and an internal application used by VA staff to review and process claims. By replacing a slow, manual reimbursement process with a faster, more transparent experience, BTSSS plays a vital role in improving how Veterans receive travel benefits.

BTSSS is built on Microsoft Dynamics 365 and integrates with multiple VA APIs that manage claims data, financial transactions, and user authentication. As a Tier 2 critical system, it requires a high level of security, reliability, and operational stability. Current efforts focus on sustaining and improving system performance while driving a long-term modernization strategy that simplifies clerk workflows, increases automation, enhances monitoring, and strengthens the overall technical foundation. The goal is to ensure faster payments, fewer issues, and a more Veteran-centered service.

As technical lead for the product, you will lead a distributed team of developers and test engineers responsible for Dynamics 365 customization, API integration, automation, and CI/CD pipelines. You'll collaborate closely with VA stakeholders and cross-functional teams to align engineering execution with business and mission outcomes. This position blends hands-on technical leadership with strategic oversight, ensuring BTSSS remains secure, scalable, and sustainable while fostering a high-performing engineering culture built on trust, accountability, and growth.

Key Responsibilities

  • Lead and mentor a distributed engineering team responsible for Dynamics 365 CRM, API integrations, and cloud-based infrastructure.
  • Oversee the sustainment and modernization of the staff-facing Travel Claims Management (TCM) portal and the public-facing Travel Claims Portal (TCP) until their migration to VA.gov
  • Manage delivery of the Travel Pay API and related claim ingest services, ensuring performance, stability, and compliance with VA's technical standards.
  • Implement secure DevSecOps pipelines (e.g., GitHub Actions, Azure DevOps) with automated testing, monitoring, and CI/CD aligned to VA governance.
  • Drive the development of automated testing frameworks for end-to-end validation of CRM workflows and API integrations
  • Ensure alignment with VA Technical Reference Model (TRM), Section 508 accessibility, and FICAM identity standards.
  • Oversee incident management, root cause analysis, and continuous improvement for production systems.
  • Support Authority to Operate (ATO) maintenance, ensuring security documentation and processes meet VA Handbook 6500 compliance.
  • Represent engineering in Agile planning, sprint reviews, and technical discussions with VA stakeholders.

Leadership and Team Development

  • Manage and mentor 3-5 direct reports.
  • Provide career guidance, technical oversight, and workload balancing across team members who may support additional contracts.
Requirements
  • Public Trust Clearance or higher (ability to obtain and maintain required background investigation)

Preferred Experience

  • 8-10 years of software engineering experience, including at least 3 years leading teams.
  • Strong understanding of Microsoft Dynamics 365 CRM, .NET development, and integration with enterprise systems.
  • Experience designing and managing APIs, cloud infrastructure (Azure/AWS), and containerized environments.
  • Familiarity with VA systems, ATO processes, and secure software development practices is strongly perferred.
  • Experience leading modernization or sustainment work within federal or large-scale enterprise environments.
  • Ability to translate complex technical goals into clear direction for distributed teams.
