The State Highway Administration's (SHA) District 1- Somerset County is currently recruiting for an Office Manager (Administrator II) position. This position is open to MDOT employees only and who meet the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitments conducted for this job classification.

Nature of Work:
The primary purpose of this position is to serve as the Office Manager for Princess Anne Maintenance Shop. The incumbent will oversee all aspects of the management of procurement, inventory management, fixed assets, facility management and most human resource activities at the shop. In addition, the incumbent will assist in the development and monitoring of the budget. This position will also provide guidance regarding business plan performance measures, data collection and reporting, supervise professional, paraprofessional, and clerical staff.

Additional responsibilities include reviewing and approving all small procurement (less than $50,000) for the office needs of the State Highway Administration including--soliciting, evaluation, negotiation, awarding and administering supply and service contracts according to COMAR- Title 21- Subtitle 05- Chapter 07- Small Procurement Regulations. SHA procurement regulations require adequate separation of duties be established between the purchasing and receiving functions. This position will function at an experienced level of work in procurement of maintenance contracts, equipment, services, construction supplies, information technology and other needs, which must be obtained through the competitive or negotiated procurement process.

Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of experience in administrative staff or professional work.

Selective Qualification: Two (2) years of the required experience must have involved human recourses, procurement, and/or contract administration.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualifications:

The ideal candidate should possess the following:

  • Experience in procurement involving soliciting, evaluating, negotiating, and awarding contracts and ensuring compliance with governmental procurement laws, regulations, and conditions.
  • Experience supervising employees or exercising responsibility for program development.
  • Experience in human recourses.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.


Additional Information

Employees in the position are considered essential for emergency operations and must maintain reliable communication and be available for call-in 24 hours a day, 7 days a week. Must be able to respond within one hour.

Candidates must pass SHA's Small Procurement Training and examination prior to completion of the probationary period.
