The applicant will function as analyst to HQMC Aviation in Metro Wash DC area (telework options available) with integral technical integration support between various NAVAIR platform program offices and PMA-281 program office to support enhanced mission planning software and hardware capabilities, requirements, resourcing and material solutions to include both, software and hardware solutions. Shall provide technical expertise to coordinate capabilities and integration priorities between PMA-281, and all program offices (commodity and platform) in support of the development and testing of mission planning software to include computer and mobile devices, as well as associated/required networking and communication equipment required for real-time mission planning collaboration. The incumbent shall monitor the ongoing progress of all fielding of mission planning software to Marine Aviation units with specific coordination to deploying assets, and provide technical oversight for all common upgrades in order to take advantage of common solutions throughout the modification/development process. Contractor shall develop and maintain tracking metrics for compliance of all USMC Aviation Assets as they relate to EW/ASE and weapons. This includes all efforts related to programs of record (POR), Urgent Needs Statements (UNS), and Science & Technology (S&T) pursuits. Essential Job Functions: Provide technical Staff assistance necessary to initiate action for the development of all Aviation mission planning systems. Provide technical oversight to monitor research and development in the mission planning field on items of potential interest to USMC Aviation, and make recommendations to MCCDC CD&I for developing new software and hardware while improving existing equipment intended to satisfy operational requirements. Recommend studies to determine the desired operational characteristics for new systems, and assist in preparing operational requirements. Define shortfalls in existing mission planning systems; plan for and roadmap an executable path to improvement that outpaces the current operational threat. Recommend fielding plan regarding future mission planning capabilities when applied to specific operating concepts, OPLANS, and national strategic planning for required distributed scenarios. Monitor and interface with NAVAIR regarding individual programs of USMC Aviation interest. Provide Subject Matter Expertise to advise status and reports to the Deputy Commandant for Aviation's (DC AVN) Digital Interoperability/Mission Planning Action Officer (APW-74) and advice on all seams issue requirements for Marine Aviation. Provide continuity of support for uniformed service members at HQMC Aviation during periods of unavailability. Coordinate all mission planning requirement issues with counterparts in HQMC, N98, NAVAIRSYSCOM, MARCORSYSCOM, FMF, Joint Staff, DASN (AIR) and OSD. Provide status to APW-74, to include project scheduling and tracking, and supporting production technical reviews. Required Skills: Due to the sensitivity of customer related requirements, U.S. Citizenship is required. A Bachelor's degree with at least 8 years of recent relevant experience is required. Must possess or be able to obtain and maintain a Secret level clearance. At least 3 years' experience required working in military aviation. Assault support aviation experience is recommended. Working knowledge of current USMC Aviation mission planning systems is required. At least 3 years' experience as an action officer or analyst at the senior staff level to include developing requirements documents and a working understanding of various funding appropriations and the PPBE process (Defense Acquisition University training available). Ability to communicate effectively and clearly present analytical data and test results to senior audiences. Strong writing and speaking skills demonstrated in the preparation and delivery of technical documentation and reports associated with acquisition programs. |
