Job Description

NetImpact Strategies, Inc. is seeking to hire Subject Matter Expert - Level IV to support a Federal Agency.

Government clearance requirements for this role require candidates to maintain a Secret Clearance.

Location: Walter Reed National Military Medical Center (WRNMMC) Bethesda, MD.

Key Responsibilities:

    Provide expert-level guidance in the development and execution of business and financial solutions aligned with federal and industry standards.
  • Serve as the subject matter expert on business process, service management, portfolio management, and budgetary control.
  • Advise senior leadership on governance frameworks, organizational decision-making models, and strategic planning.
  • Deliver expertise to assist leadership in shaping and achieving strategic, operational, and tactical goals.
  • Provide technical/management leadership for major tasks, projects, and programs, ensuring requirements are met.
  • Direct and control activities related to financial management, staffing, and methodology development.
  • Manage negotiations and interface with clients and program leadership.
  • Identify and mitigate organizational and program risks, producing reports for stakeholders.
  • Develop strategies and deliver against established department goals and objectives.
  • Collaborating with CIO, division leads, and branch leads to align project scope, resources, budgets, and timing.
  • Provide subject matter expertise on system architecture, data requirements, and technology integration.
  • Develop and implement quality control methodologies to ensure compliance with QA standards and procedures.
  • Lead or supervise other SMEs/security staff as required, providing mentorship and direction.
  • Support multiple sites (onsite and virtual) as part of organizational strategy and delivery.
  • Participate in customer service initiatives, process improvements, and medical readiness activities.


Qualifications

Required Qualifications and Certifications:

  • Ability to meet required government clearances: Tier 2 (T2) Investigation
  • 15 years of progressive experience demonstrated the required proficiency
  • Bachelor's degree or equivalent education and experience
  • PMI, PMP or equivalent as approved by the COR, ITIL 4 Foundation.

Preferred Qualifications and Certifications:

  • Advanced certifications in portfolio management, business analysis, or IT governance.
  • Extensive experience in risk analysis, quality assurance, and program reporting.
  • Proven leadership in managing and directing cross-functional teams.
  • Experience working with federal CIO offices or senior executive stakeholders.
  • Strong negotiation, communication, and organizational skills.
  • Previous Federal Consulting Experience.
