HJF is seeking a Data Manager to to support the VHA Airborne Hazards and Burn Pits Center of Excellence (AHBPCE) NJ WRIISC. This position plays a vital role in overseeing the Center's data infrastructure, ensuring data integrity, compliance, and accessibility to support cutting-edge research on airborne hazards and burn pit exposures affecting Veterans. The Data Manager will lead data collection, harmonization, and quality assurance across multi-site research initiatives, while implementing best practices for secure data management.

This position will be in support of the New Jersey War Related Illness and Injury Study Center (NJ WRIISC) and it's sub-centers, the VHA Airborne Hazards and Burn Pits Center of Excellence (AHBPCE), and Exposure-Related Care Transformation (EXPRT) Center. Research activities broadly cover post-deployment health conditions attributable to military environmental exposures. NJ VA WRIISC is a national post-deployment health resource for the Veterans Health Administration (VHA). WRIISC develops and provides post-deployment health expertise to Veterans and their health care providers through research activities as well as through its specialty clinical programs, education, and risk communication.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

This position is contingent upon contract award.



  • Establish and maintain data-related policies, procedures, and Standard Operating Procedures (SOPs).
  • Oversee secure data capture and storage in VA systems, ensuring compliance with privacy regulations.
  • Coordinate data collection and management across Post-Deployment Cardiopulmonary Evaluation Network (PDCEN) sites.
  • Prepare datasets for analysis by epidemiologists and biostatisticians.
  • Conduct data validation, audits, and error resolution to maintain integrity.
  • Create data management plans tailored to specific research projects.
  • Ensure adherence to VA data security, retention, and backup requirements.
  • Implement disaster recovery and data integrity assurance mechanisms.
    Conduct regular audits and recommend improvements to maintain compliance.
  • Serve on AHBPCE committees such as the Pilot Project Program, Visiting Scholar Program, Living Evidence Analysis Program, and Data Repository oversight.
  • Review applications, proposals, and research outputs, providing critique and recommendations.
  • Attend weekly and project-specific AHBPCE meetings, actively contributing expertise.
  • Maintain required VHA training, including VA Privacy, Security Awareness, and Collaborative Institutional Training Initiative (CITI) certification.


Supervisory Responsibilities



  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.


Education and Experience

  • Bachelor's Degree required, Master's degree preferred
  • More than 10 years of experience required
  • Strong technical expertise in data systems, privacy/security compliance, and research data management

Required Knowledge, Skills and Abilities

  • Requires technical expertise in data systems, strong knowledge of privacy and compliance standards, and the ability to collaborate with researchers and program leadership.
  • Proficiency in the understanding, development, and execution in all aspects of clinical trial Data Management (e.g. CRF design, data entry instructions, data management and QA plans, resource planning, data status tracking, etc.).
  • Ability to manage multiple, highly complex and/or large studies concurrently. Expert knowledge of good data management practices as defined by the Society for Clinical Data Management.
  • Experience managing all data-related aspects of studies with FDA-regulated substances, particularly for INDs. Advanced knowledge of at least one clinical data management system (e.g. REDCap, OpenClinica, Medidata Rave, Oracle InForm, Oracle Clinical).
  • US Citizenship and the ability to obtain and maintain a T1 Clearance, including background check and drug screening.

Physical Capabilities

  • Lifting: Requires lifting materials up to 25 lbs.
  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in a office setting.

Compensation

  • The annual salary range for this position is $88,600-$150,800. Actual salary will be determined based on experience, education, etc.
