Job Summary
The Field Based Mentor Program Manager provides leadership and oversight for peer-delivered recovery services within Volunteers of America Oregon's (VOA Oregon) Behavioral Health Resource Network (BHRN) and outpatient treatment programs. This position supervises Recovery Mentor staff, coordinates field-based operations across Multnomah County, and ensures service delivery that aligns with contractual standards, Oregon Administrative Rules (OARs), professional practices, and organizational performance objectives.
As a Manager-level leader, this position translates organizational priorities into team practices by setting clear expectations, supporting accountability, and building work environments where staff can perform effectively. The Field Based Mentor Program Manager partners with the Senior Director of Outpatient Services and clinical staff to monitor compliance, quality assurance, budget performance, staff development, and community relationships. In addition to supervisory responsibilities, this role provides field-based mentorship, supports integration of peer services within treatment programs, and maintains productive relationships with community partners.
Education & Experience
- Current MHACBO Certified Recovery Mentor (CRM) required; CRM II required within six months of hire.
- Minimum of two years of supervisory experience overseeing peer support or recovery-oriented staff.
- Experience overseeing the application of addiction and recovery practices within peer-delivered service settings.
- Experience coaching and guiding staff in motivational interviewing and recovery-oriented practices.
- Experience managing services or staff supporting individuals involved in the criminal justice system.
- Experience leading or coordinating program development and implementation efforts.
- Experience maintaining partnerships with community-based resources and providers in Multnomah County.
- Experience developing, implementing, or ensuring adherence to policies and evidence-based practices serving high-risk populations.
Essential Job Duties
- Supervise, support, and evaluate Recovery Mentor staff, ensuring clarity of expectations, accountability, and consistent performance.
- Provide staff coaching, training, and orientation on recovery practices, confidentiality, HIPAA, CFR 42 Part II, and other applicable laws and standards.
- Ensure staff are oriented to community systems including healthcare, justice, social services, and child welfare, supporting effective client navigation.
- Facilitate collaboration between mentors and clinicians to align peer support services with treatment planning and client goals.
- Integrate recovery philosophy into staff onboarding, supervision, and program culture, reinforcing client-centered service delivery.
- Ensure timely and accurate documentation and data collection to support billing, compliance, and outcome measurement.
- Analyze service data and outcomes to inform decision-making, guide continuous program improvement, and promote evidence-based practices.
- Provide leadership in crisis response and risk management, ensuring staff have support and protocols are followed during critical incidents.
- Oversee budget expenditures in partnership with the Senior Director of Outpatient Services, ensuring responsible use of resources.
- Support workforce development by identifying training needs, providing growth opportunities, and contributing to succession planning within the peer workforce.
- Promote quality assurance and accreditation readiness by monitoring compliance with all relevant federal, state, and contractual standards.
- Build and maintain strong partnerships with community stakeholders, enhancing the visibility, credibility, and effectiveness of VOA Oregon's peer services.
- Participate actively in organizational initiatives, team collaboration, and other responsibilities as assigned in support of program and organizational goals.
- Provide staff development and recognition, encouraging growth and professional accountability.

Other Eligibility Requirements
- Must complete a criminal history background check and receive authorization from the State of Oregon's Background Check Unit.
- Must not be excluded from participation in federal healthcare programs, including but not limited to listings on the Office of Inspector General (OIG) List of Excluded Individuals/Entities and the System for Award Management (SAM) exclusion list.
- Must be legally authorized to work in the United States without sponsorship.
- Must have an active driver's license, current insurance, reliable transportation and ability to meet VOA Oregon's and VOA Oregon's insurer's driver standards.
Travel Requirement
- Up to 50% of work time requires local travel within the Portland metro area.
Supervisory Responsibilities
The Field Based Mentor Program Manager provides direct supervision of 4-8 Recovery Mentor staff and ensures team practices reflect VOA Oregon's standards, client care priorities, and compliance requirements.
Physical Demands & Work Environment
The physical demands described here must be met by an employee while performing the essential duties of this job. The employee is regularly required to sit for extended periods, stand and walk periodically, use hands and fingers to operate tools and controls, and communicate effectively. The employee must occasionally lift and/or move up to 25 pounds.
The work environment includes both office and community-based settings, requiring local travel throughout Multnomah County. The noise level is generally low to moderate.
