Who we are and what we do:

The Tennessee Department of Revenue is responsible for the administration of state tax laws and motor vehicle titling and registration laws. The Department collects approximately 87% of state revenue, enforces the revenue laws fairly and impartially to encourage voluntary tax compliance, and apportions collections to the various state funds and local units of government.

How you make a difference in this role:

With the Audit Director, you help direct the operations of the Department of Revenues largest division with effective demonstration and development of leadership within the organization, human resource management focused on recruitment and retention, and improving tax compliance and administration.

Job Overview:

This Assistant Director position is responsible for managing over 150 employees stationed across Tennessee. The position requires significant skill in managing a group of state and local tax audit professionals and requires excellent communication skills. Office Operations is currently one of the two broad operational segments of the Departments Audit Division and plays a critical role in ensuring the integrity, consistency, and fairness in the administration of the states tax laws and associated compliance functions. This executive service position reports directly to the Audit Director and assists the Director in the day-to-day leadership of the division. This position directly supervises Tax Audit Managers within the office operations of the audit division. The Assistant Director over Office Operations is also required to work closely with the Audit Assistant Director for Field Operations, Development Manager, and Communications Managers and to provide required project supervision that may also involve employees who report through these other roles. The location of this position, though traditionally located in downtown Nashville, will be determined as appropriate based on the selected candidate and agency leadership approval.

Key Responsibilities:

  1. Evaluates the performance of tax managers and any other employees that may be assigned to report to him or her; identifies job responsibilities and characteristics to establish employee IPPs.
  2. Reviews state and federal tax legislation; evaluates the impact of new or proposed legislation on the administration of tax law; projects the amount of revenue lost or gained from legislation based on taxpayer business activities, previous tax assessments, and changes to the tax base of taxpayers.
  3. Executes human resource strategies that enhance recruitment, retention, and succession planning.
  4. Interprets existing tax laws, rules and regulation to ensure that audit and tax procedures are properly and consistently applied.
  5. Researches tax law, court cases, and administrative policy to understand tax issues.
  6. Seeks legal interpretation from attorneys and in-house tax experts.
  7. Communicates verbally and in writing with taxpayers, line managers, and other departmental divisions.
  8. Ensures fair, equitable, and consistent tax administration within and across divisions.
  9. Communicates with other state agencies regarding tax administration, compliance and other audit issues to coordinate work operations.
  10. Ensures consistent application of audit selection, sampling techniques, testing methods, and other operating procedures; determines the effectiveness of the current audit program in meeting divisional and departmental needs.
  11. Ensures effective use of staff, equipment, supplies and other resources; identifies and prioritizes resources needed to meet divisional objectives.

Minimum Qualifications:

Graduation from an accredited college or university with at least 18 semester (27 quarter) hours in accounting.

Four years of experience in one of the following areas:

(1) directing, managing, or supervising staff engaged in auditing businesses and individuals for compliance with local, state, and/or federal tax laws (professional tax auditing),

(2) Managing a tax audit program,

(3) Managing a company's tax unit or department

or

(4) Experience as a tax attorney.
