  • In-depth knowledge of federal, state, and local laws, as well as the Clery Act.
  • Ability to evaluate operations and recommend improvements.
  • Strong organizational skills and attention to detail.
  • Proficiency with personal computers and related software.
  • Excellent communication skills, both written and verbal, with the ability to develop clear and concise policies and procedures.
  • Experience in one or more of the following areas:

    • Working in a law enforcement agency
    • Policy and procedure development
    • Grant writing and administration
    • Crime trend analysis
    • Program evaluation



  • Education and experience equivalent to a bachelor's degree in Criminal Justice, Public Administration, or a related field.

Position Overview




Primary Purpose of Position
This position plays a key role in ensuring the University Police Department meets and exceeds accreditation standards. The role involves a variety of complex administrative and professional responsibilities, with a strong emphasis on planning, coordinating, and managing accreditation compliance.
Key Responsibilities


  • Provide technical support across the department to maintain compliance and preparedness for accreditation.
  • Develop systems and procedures that align with or surpass national and state accreditation standards.
  • Review, initiate, and coordinate agency policies and procedures to ensure compliance with accreditation requirements.
  • Update the accreditation plan as needed and assist in drafting directives to meet evolving standards.
  • Monitor trends in accreditation requirements and advise leadership on anticipated changes.
  • Work directly with police administration on accreditation and policy-related matters.
  • Develop, update, and maintain department manuals and supplemental orders.
  • Collect and organize reports, documentation, and proofs of compliance to meet accreditation requirements.
  • Plan and support preliminary and on-site assessments, including tours for assessors.
  • Maintain comprehensive files documenting compliance with state and national standards.
  • Handle all sensitive matters with diplomacy and confidentiality.


Collaboration and Compliance


  • Partner with the Clery Act Compliance Coordinator to support institutional compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act.
  • Work collaboratively with various university offices to ensure thorough compliance and consistent practices.

Success in this Role

Required Competency Professional Knowledge
Duties
- Applies knowledge of program policies and procedures and technology related to police accreditation.
- Interprets and applies a variety of interrelated policies, procedures, and programs for clients and addresses clients' non-routine issues.
- Recommends and implements improvements or necessary changes to policies, procedures and/or program(s) by using knowledge of new theories, trends, law or precedents.
- Applies considerable knowledge of organizational structure, General Orders, and function of all agency units, sections, and divisions and daily utilize knowledge of data information collection techniques.
- Researches and develops departmental policies and procedures in accordance with internationally recognized standards, North Carolina General Statutes and University policies.
- Supervises the departmental accreditation program.
- Insures all policies are properly coordinated with affected personnel before submitting to the Chief.
- Maintains the departmental CALEA Standards Manuals and CACE software with updates from CALEA at least three times a year.
- Maintains accreditation files.
- Disseminates new policies to all affected personnel.
- Reviews memorandums, directives, and proposals that reflect changes in existing policy to ensure that changes reflect accreditation requirements.
- In addition to thorough knowledge of Accreditation, this position must also obtain and apply in-depth knowledge of the Clery Act to assist the Clery Act Compliance Manager.


Required Competency Program/Project Administration
Duties
- Reviews and analyzes changes in state laws that require changes in departmental policies.
- Conducts annual review and revisions of general orders manual.
- Disseminates memorandum to appropriate divisions/officers regarding due dates of required reports.
- Collects reports, memorandums and materials associated with accreditation program.
- Analyzes reports to insure compliance with accreditation standards.
- Screens material and indexes to appropriate files.
- Purges old material from files and maintains files in up-to-date condition.
- Reviews and updates department policy.
- Coordinates accreditation efforts with the International Commission on Accreditation staff.
- Coordinates with the Chief of Police, Assistant Chief, Command Staff, supervisors, and other appropriate persons in reference to compiling necessary documentation for proofs of standard compliance.
- Controls the development and use of departmental forms.
- Prepares, publishes, and distributes reports as required.
- Works independently to review and develop policies to stay in compliance.
- Updates existing programs and gather data from various internal and external sources.
- Attends and participates in accreditation on-site assessments, commission meetings and training sessions for periods up to a week.
- Serves as an on-site assessor and assists the Inspection team.
- Reviews agency standards, proofs, and documentation.
- Develops and delivers all required accreditation related training to appropriate agency personnel in an effective and timely manner.
- Completes the standards summary forms, generates highlighted documentation demonstrating proof of compliance, and updates the standards folders in preparation of re-accreditation.
- Operates computerized management information systems to retrieve or enter information.
- Prepares reports and keeps records of all activities in accordance with established policy and procedures.
- Successfully completes all assignments to specifications, within specified time frame and budget as directed and in accordance with agency policies and regulations.
- Plans, implements, and directs compliance for individual agency components, programs, operating policies and procedures.
- Will serve as a backup for the Clery Act Compliance Coordinator. Duties will consist of processes and retrieves requests for records as well as internal and external searches of persons by request as directed, ensures requester has proper authorization for release of confidential information, provides information per procedure. and adheres to confidential standards, assists with new employees background investigations.

Duties
- Maintains and enhances professional relationships to increase credibility for building support and reaching consensus when explaining and interpreting program policies and procedures within assigned area.
- Convey sensitive information or decisions to clients.
- Develops and conducts training programs to meet organizational training needs.
- Communicates tactfully, courteously, and effectively with a wide range of employees and accrediting bodies.
- Acts as the liaison between agency and accreditation commission.
- Communicates effectively verbally and in writing.
- Communicates and interacts with all personnel in the department, the university community, the law enforcement community in the State of North Carolina, and delivers presentations.
- Initiates and maintains interactive relationship in order to effectively explain the accreditation/recognition process and related concepts to agency executives and community.
- Prepares all Power Points for Board of Trustee meetings.


Required Competency Information Analysis and Decision Making
Duties
- Develops initiatives to meet program/project needs and objectives.
- Ensures that data related to crime is collected, collated, and incorporated into the monthly crime analysis report.
- Disseminates the monthly crime analysis with the attached crime statistics to the Chief of Police.
- Compiles monthly and annual crime statistics which are used in coordination with the crime analysis report for monitoring trends in crimes and comparison of crimes from the previous year; information from the crime statistical reports is utilized by the Chief in meetings with University Administration and by other departmental personnel in meetings both internal to the department and external to the department.
- Reviews incident reports completed by sworn officers for accuracy in following the Federal Bureau of Investigation Uniform Crime Reporting coding; coding includes classification of crimes, classification of property, classification of crime location, and disposition of the case.
- Prepares the Comstat presentations for the department.


Required Competency Consultation
Duties
Works cross functionally with the Police Department, Student Affairs, Emergency Management Coordinator, Office of General Counsel, and Environmental Health & Safety etc. to ensure compliance with Clery requirements. Regularly meets with and trains Campus Authorities within the various areas (i.e. relevant stakeholders, etc.). Monitors, develops, updates and implements departmental and suggest institutional policies, procedures and processes to ensure compliance with the Clery Act. Evaluates Clery geographic locations regularly to ensure boundaries are maintained and communicated appropriately to capture accurate reporting.
