Summary Under the direction of the Senior Director, Human Resources and Employee/Employer Relations, the Manager of Employment Services serves as the front-line supervisor for the Employment Services Department. This role performs a variety of highly responsible and complex professional level administrative, technical, and analytical functions. Leads, supervises, and coordinates the District's Employment Services functions by providing technical expertise, training, and direction to the Employment Services Department staff, including the timely submission of Board agenda personnel items and related employment actions. This position is responsible for leading the day to-day operations of the District's Employment Services functions and performs appropriate audits to ensure data efficiency and accuracy. This position requires interpretation and application of appropriate laws, policies and procedures, and collective bargaining agreements in daily actions and decisions in consultation with the Senior Director, Human Resources and Employee/Employer Relations.
Distinguishing Career Features The position is a lead contributor to the daily activities of Employment Services and contributes to the overall department strategy on efficiency and effectiveness of human resources services. Advancement to this position is based on need, qualifications, and the ability to be a lead subject matter expert in and contributor to programs that have District-wide span, such as in new employee onboarding, employment records (HRIS), and compensation. Assigned responsibilities require a comprehensive knowledge and understanding of current Human Resources practices. Incumbents perform duties related to the broad field of Human Resources and are expected to participate in a wide variety of departmental activities and maintain current knowledge of personnel policies, procedures, laws and regulations. Duties are performed within a general framework. Incumbents are expected to function with a high degree of independence and minimal supervision.
Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following kinds of duties, as assigned:
1. Serves as the liaison between District Payroll and college departments to address process improvements and ensure continuity of information.
2. Serves as the lead in the exploration of and implementation of process improvements in Employment Services particularly as they relate to employee onboarding, off boarding, and record management.
3. Provides recommendations in the development of Employment Services strategic planning.
4. Conducts complex research, audit, analyze complex data, oversee the preparation of technical written reports, surveys and studies for a variety of Human Resources issues and topics; prepare presentations as required; provides training to employees; updates and revises written directives, rules, and regulations as appropriate.
5. Provide leadership and direction in the audit of Employment Services operations, records maintenance, and reporting. Implements audit recommendations for compliance.
6. Interprets and applies laws, policies, procedures, regulations, and collective bargaining agreements as they relate to Employment Services.
7. Organizes and provides effective, timely Human Resources support to the Employment Services team, the District Payroll Department, staff and administration; assists with projects and initiatives as assigned.
8. Assists as needed in all functional areas of Human Resources; assists senior leadership with research and resolution of difficult and complex issues; supervise, train and oversee the work of assigned Human Resources staff.
9. Audits and verifies the initial salary placement for academic employees as calculated and recommended by Human Resources Specialists and Analysts; determines salary adjustments; ensures placement standards and compliance with collective bargaining agreements.
10. Oversees the process for determining the academic personnel order of employment (seniority).
11. Audits faculty assignments to ensure compliance with Education Code provisions and state minimum requirements; responds to questions from college personnel regarding minimum requirements; assists and serves as a resource on Equivalency, as needed.
12. Develops, implements, and oversees District-wide systems and processes for temporary employment, including onboarding, assignment procedures, and performance expectations. Assists departments in evaluating and planning their temporary staffing needs by reviewing, assessing, and providing recommendations on staffing requests to ensure alignment with operational goals, budgetary guidelines, and institutional policies.
13. Creates and maintains robust reporting tools and procedures to track temporary employees, monitor assignment hours and restrictions, and ensure compliance with applicable policies and regulations. Analyzes data to support informed decision making and promote continuous improvement in temporary staffing practices across the district.
14. Collects and maintains data utilizing appropriate technology to manage information; creates and audits statistical and informational reports on matters within the scope of assignment using a variety of formats.
15. Serves as a subject lead for others on the most current policies, procedures, and practices governing Employment Services.
16. Serves as a subject matter specialist in applying the compensation system to advance faculty and staff eligible for longevity, professional development or other forms of salary adjustment.
17. Oversees the development and coordination of new employee onboarding programs.
18. Consults with management and staff in group and individual settings. Provides up-to date information on hiring requirements.
19. Facilitates regular meetings with Employment Services staff. Communicates new programs, policies, procedures, and services of the department. Facilitates processes for problem solving and customer support. Collaborates with District Payroll to ensure efficient and effective operations.
20. Oversees and initiates updates related to employment documentation, forms, and related information.
21. Provides Human Resources related solutions and guidance in compliance with applicable laws, policies, procedures and collective bargaining agreements, or referral to higher authority when appropriate.
22. Perform other related duties as assigned that support the objective of the position.
23. Required to abide by all District policies and procedures including Board Policy 3050 - Code of Professional Ethics.

Qualifications Knowledge and Skills 1. The position requires specialized technical knowledge of the principles, practices, and procedures associated with human resources management in education and public service environments. 2. Requires proficiency in the techniques of research and analysis of personnel administrative and statistical data. 3. Requires a working knowledge of common provisions of employee benefits and services plans. 4. Requires in depth knowledge of personnel policies, rules and regulations. 5. Requires demonstrated skills at accessing relational databases, verifying numerical and demographic information, and entering information onto established data entry screens. 6. Requires a working knowledge of the laws, regulations, and policies governing human resources. 7. Requires well-developed knowledge of English language, punctuation, syntax, and grammar to prepare professional correspondence. 8. Requires sufficient math skills to perform standard business math calculations. 9. Requires well- developed human relation skills to convey technical concepts to others, to deal with sensitive and confidential information, to give instructions and training, and to facilitate training and discussions in individual and small group settings. 10. Requires special skill at facilitating small group processes, for resolving problems with quantitative and qualitative dimensions, and optimizing actions with diverse groups of staff.

Requires the ability to conduct training and facilitate group processes in formal settings. 6. Requires the ability to gather and analyze data and develop conclusions and recommendations. 7. Requires the ability to plan, organize, and prioritize work processes in a high-volume environment in order to meet schedules and timelines. 8. Requires the ability to communicate technical information and to interact with a wide variety of groups and individuals inside and outside the organization.
Physical Abilities 1. The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources. 2. Education and Experience The position typically requires a Bachelor's degree in human resources, public administration, business administration, psychology, or a related discipline and five years of progressive experience in public sector human resources/personnel administration including one year in a lead or supervisory role. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.
Licenses and Certificates May require a valid driver license.
Working Conditions Work is performed indoors in an office environment with minimal health and safety considerations.

This is a permanent, general funded, full-time, 12-months per year classified position. The normal hours of work will be Monday through Friday 8:00 am to 5:00 pm, with the flexibility to occasionally work extended hours and/or weekends, if necessary, to meet the department's needs. The effective date of employment will be arranged with the supervisor. Selection Procedure
