Overview:

The Engineering Management Division at the Oak Ridge National Laboratory (ORNL) seeks to hire a full-timeElectrical Authority Having Jurisdiction (E-AHJ)for implementation of NFPA 70, National Electrical Code (NEC) and associated requirements. This position applies to UT-Battelle (UT-B) managed facilities and missions.

This position is responsible for assisting the UT-Battelle Code Official, the Electrical Safety Program Manager, and ORNL's implementing Line Organizations with the implementation of applicableNEC, Department of Energy (DOE), and UT-Battelle (UT-B) electrical-related requirements.The authority of the UT-B E-AHJ is limited to those responsibilities assigned from the DOE ORNL Site Office (OSO) to the UT-B Code Official and as subsequently assigned to the UT-B E-AHJ.

This position resides in the Engineering Management Division in the ESH&Q Directorate at Oak Ridge National Laboratory (ORNL). This position will work with Engineering's Quality Representative to develop and implement refined assessment/assurance strategies related to E-AHJ activities and initiatives. The E-AHJ will serve on support teams and special projects as directed by Engineering MSO and/or EMD management and shall support and implement Battelle's Safe Conduct of Research Principles.

Major Duties/Responsibilities:

The UT-B Electrical AHJ and/or their authorized delegate(s) shall administer and enforce NFPA 70, National Electric Code (NEC)for all UT-B managed facilities and installations as follows:

  • Render interpretations of the NEC.
  • The E-AHJ is authorized to inspect any building or premises for dangerous or hazardous conditions or equipment as set forth in the NEC. The E-AHJ is permitted to stop work, order the disconnect of equipment from its source of electric supply, and order the immediate evacuation of occupied buildings if conditions hazardous to life and property exist where such hazardous conditions are in violation of the NEC.
  • The E-AHJ is permitted to delegate to other qualified individuals (e.g., qualified UT-B Electrical Inspectors (EIs)) the proper administration and enforcement of the NEC, as well as inspection and approval/rejection of unlisted electrical equipment including custom-built electrical equipment (in-house or received from other locations).
  • The E-AHJ is permitted to investigate the cause, origin, and circumstances of any fire, explosion, or other hazardous conditions in coordination with other UT-Battelle organizations such as Fire Protection Engineering and the Laboratory Shift Superintendent's Office.
  • The E-AHJ is permitted to require plans and specifications to ensure compliance with the NEC.
  • Whenever any installation subject to inspection prior to use is covered or concealed without having first been inspected, the E-AHJ is permitted to require that such work be exposed for inspection.
  • The E-AHJ is permitted to waive specific requirements in the NEC or permit alternative methods where it is assured that equivalent objectives can be achieved by establishing and maintaining effective safety. This authority is limited to those routine activities identified in the NEC and documented in the UT-B E-AHJ Program Description. E-AHJ determinations shall be maintained in accordance with ORNL's records management requirements.
  • As requested, the E-AHJ will provide guidance to Procurement staff related to requirements for the purchase of electrical equipment (e.g. obtaining equipment that is listed by a Nationally Recognized Testing Laboratory (NRTL) when available and options for those instances when NRTL equipment cannot be obtained).
  • The E-AHJ shall manage the inspection process for ORNL's inventory of legacy non-listed electrical equipment.
  • Participate as a non-voting member of the UT-B Electrical Safety Committee (ESC). Assist the Electrical Safety Program Manager and the Worker Safety and Health Management System Owner (MSO) in evaluating ESC recommendations.

Basic Qualifications:

Education and Experience:

  • BS in Electrical Engineering with minimum 8-12 years' experience OR
  • Minimum 20 years' increasing experience in the electrical field with emphasis on design, construction/fabrication, and/or maintenance of electrical equipmentOR
  • An equivalent combination of education and experience may be considered.

Certifications and Training:

  • Obtain and maintain certification as an International Code Council Commercial Electrical Inspector.
  • Obtain and maintain UT-B Electrical Equipment Inspector (EEI) certification.
  • Obtain and maintain UT-B Qualified Electrical Worker Level 4 or higher qualification.
  • Obtain and maintain Electrical Hazard Qualifications for DC, Batteries, Capacitors, and inductors.
  • Obtain and maintain UT-B lock/tag/verify qualification.
  • Tri-annual completion of NEC changes course.
  • The successful candidate shall stay current on codes and standards applicable to electrical installations and field evaluations of electrical equipment.
  • Pursue additional study on codes, standards and methods applicable to inspection of electrical installations and electrical equipment.
  • Appointment by the UT-Battelle Chief Engineer.

Preferred Qualifications:

  • Familiar with DOE Directives and industry codes and standards related to electrical installations, electrical safety requirements, and responding to electrical safety-related events. Examples include; NFPA 70, NFPA 70E, Underwriter Laboratories Standards, etc.
  • Experience with Building Code Requirements, Engineering Design activities, Design Reviews, and Configuration Management requirements.
  • Ability to develop and propose defendable alternatives or equivalent approaches when prescriptive requirements cannot be directly applied. Such alternatives are submitted to the UT-B Code Official and to DOE for consideration/approval unless documented delegation of authority had been provided.
  • Licensed Professional Engineer - Electrical.
  • Interpersonal and communications skills necessary to have positive interactions and collaborations with fellow ORNL technical staff.
  • Excellent written and oral communication skills.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Special Requirements:

  • Physical Requirements:Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
  • Q clearance:This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

Security, Credentialing, and Eligibility Requirements:

For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required. Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

For foreign national candidates:

If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment. Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
