PROGRAM MANAGER / SENIOR TECHNICAL LEAD
Location: Washington, D.C. | Type: Full-Time | Clearance: TS/SCI (Key Personnel)
Note: This position is contingent upon award.

Overview
DarkStar Intelligence is seeking an experienced Program Manager / Senior Technical Lead to support DHS I&A's Analytic Tradecraft Assistance Program (ATAP). This role oversees all contractor performance, provides senior technical leadership, and serves as the primary POC for the Contracting Officer (CO) and Contracting Officer's Representative (COR). U.S. citizenship is required.

Key Responsibilities

  • Lead all contractor performance under the ATAP PWS and act as the single POC for the CO/COR.
  • Respond to technical issues within 36 hours; maintain availability during business hours.
  • Develop and maintain detailed work plans (tasks, dependencies, milestones, schedules).
  • Build and manage a qualified full-time team aligned to mission priorities.
  • Conduct weekly progress reviews with the COR; submit monthly progress reports and ensure deliverable quality.
  • Bridge management and technical mission requirements; translate needs into executable actions.
  • Maintain awareness of emerging capabilities and tradecraft methodologies to enhance mission performance.
  • Support transition-in and transition-out activities to ensure continuity of operations.

Minimum Qualifications

  • Active TS/SCI security clearance.
  • Bachelor's + 10 years IC experience; or Associate's + 12 years; or Master's + 8 years.
  • Relevant all-source analytic training (IC schoolhouse and/or IC certification).
  • Team Lead (or above) experience within an IC organization; experience applying ICD 203.
  • Familiarity with post-production tradecraft evaluations.
  • Proven program management across financials, scheduling, methods, and tools.
  • Experience partnering with Government to set program goals, KPIs, and staffing strategies.
  • Proficiency with Microsoft Office Suite.

Desired Qualifications

  • Degree in International Studies, Economics, Intelligence, Public Policy, Law, or related fields.
  • Experience in organizational diagnostics, evaluation, and process improvement within IC environments.
  • Experience producing/reviewing finished intelligence; oversight of tradecraft & methodologies.
  • Program management across tradecraft, production, dissemination, and senior reviewer support.
  • 3+ years managing 10+ FTE all-source analysis teams in the IC; DHS I&A experience preferred.
  • Knowledge of DHS I&A authorities, roles, and intelligence processes; experience with economic security topics (supply chain, illicit trade, foreign investment).
