Overview:

We are seeking an experienced Construction Health and Safety Professional who will provide safety and health guidance and leadership in support of the Laboratory Modernization Division in the Facilities and Operations Directorate. This position resides in the Mission Support Safety Services Group in the Safety and Operations Support Division (SOSD) at the Oak Ridge National Laboratory (ORNL).

Major Duties/Responsibilities:

  • Provide health and safety support and oversight of ORNL construction activities.
  • Build and sustain an environment that supports cooperation and cohesiveness between health and safety and construction contractors.
  • Exert health and safety oversight and influence in the oversight of activities.
  • Evaluate activity hazard analyses and daily tasks to identify hazards and recommendations for controls.
  • Perform periodic surveillances and assessments to verify compliance and program effectiveness.
  • Evaluate work practices, controls, and corrective actions for effectiveness and compliance.
  • Use industrial hygiene practices and equipment to conduct qualitative and quantitative exposure assessments to monitor chemical and physical hazards.
  • Assist with the implementation of Integrated Safety Management (ISM) into the work planning and execution process with the support of an interdisciplinary construction team.
  • Provide technical support in the application of regulatory requirements, procedures and standards for health and safety including 10 CFR 851.
  • Lead or participate in incident investigations, incident critiques, inspections, and audits, and advise management on regulatory requirements.
  • Provide professional health and safety support to all levels of management.
  • Obtain participation from ORNL staff and other resources for the implementation of lab-wide safety initiatives and programs in support of SSD.

Basic Qualifications:

  • A BS degree in science, engineering, industrial hygiene/industrial safety, occupational health and safety, or relevant technical field with a minimum of 5 years of related health and safety experience; or a Master of Science degree in industrial hygiene/industrial safety or relevant technical field with a minimum of 4 years of related health and safety experience; or an equivalent combination of education and 9 years related experience in lieu of a degree.
  • Experience in field oversight/assessment of industrial hygiene/industrial safety performance and compliance with applicable OSHA, local, state, and federal industrial hygiene and safety standards and regulations.

Preferred Qualifications:

  • Experience working as a team player in an ever-changing, multi-discipline, multi-task and integrated/functional organizational environment which requires interfacing with management, construction and a union workforce.
  • Knowledge of asbestos, silica, beryllium and lead safety requirements and legacy hazards at DOE facilities.
  • Demonstrated excellence in leadership, interpersonal, verbal, and written communication skills.
  • Experience with work control processes in a construction and/or industrial environment.
  • Experience working with personal computer software including Microsoft Word, Excel, Access, Outlook and PowerPoint as well as industrial hygiene sample data management systems.
  • Detailed knowledge of Integrated Safety Management and 10 CFR 851.
  • Previous health and safety experience in a DOE complex.
  • Technical knowledge of IH instrumentation including: calibration, usage, limitations, and calculations/interpretations of results.
  • Professional certifications such as CIH, ASP, or CSP.

  • Physical Requirements:Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
    • Certain activities may require the use of protective equipment including respirators and protective suits and other equipment to protect the eyes, skin, legs and feet as necessary.
    • Work tasks may involve physical demands, including, but not limited to: standing, walking, lifting, carrying, pushing, and pulling heavy items, climbing, balancing, stooping, kneeling, crouching and reaching (high & low level).
    • Work may be in varied environmental conditions, including, but not limited to: outdoors (heat/cold), confined spaces, radiological areas, elevated surfaces, hazardous material storage or contaminated areas.
    • Operation of motor vehicles on site and over public roads.

Security, Credentialing, and Eligibility Requirements:

For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required. Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

For foreign national candidates:

If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment. Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
