We're seeking IT professionals with experience in Oracle Utilities Customer Care & Billing (CC&B) to join our IT Solutions team. You'll collaborate across business and IT functions to deliver scalable, secure, and high-performance solutions that keep critical systems running.



What Your Day Would Be Like


You are responsible for:



  • Designing, building, testing, and deploying solutions within Oracle CC&B and related Oracle Utilities products.
  • Translating business requirements into clear, scalable technical designs.
  • Supporting integrations with key enterprise systems such as utility websites, MDM, AMI, IVR, and payment channels.
  • Troubleshooting, optimizing, and improving reliability of CC&B systems.
  • Partnering with Business Analysts, project leads, and IT teams to resolve issues and continuously enhance system performance.
  • Contributing to modernization initiatives, architecture decisions, and process improvements.



What We're Looking For:


Depending on the level, candidates should bring:



  • Level II: Foundational experience with CC&B or related Oracle Utilities products, plus skills in SQL, troubleshooting, and system support.
  • Level III: Strong hands-on expertise across multiple CC&B modules, the Oracle Utilities Application Framework (OUAF), and data analysis/queries. Ability to lead integrations and mentor junior team members.
  • Senior: Deep technical knowledge of the full Meter-to-Cash lifecycle, CC&B schema, and enterprise integrations. Proven ability to influence architecture, drive modernization efforts, and act as a subject matter expert.

Minimum Requirements

IT Solutions Engineer / Analyst II - Oracle CC&B



  • Bachelors' degree in Information Technology or related field
  • AND two (2) years of prior relevant experience or equivalent combination of education and directly related experience
  • OR (for positions in IT Digital Solutions Delivery) an advanced degree in Data Science, Data/Quantitative/Business Analytics or Economics, Mathematics or Engineering with a focus in Data Science is required.
  • Requires basic technical subject matter knowledge within a job area or system


IT Solutions Engineer / Analyst III - Oracle CC&B



  • Bachelors' degree in Information Technology or related field
  • AND five (5) years of prior relevant experience or equivalent combination of education and directly related experience.
  • Requires strong technical knowledge within a job area or system and basic knowledge across related technical areas


IT Solutions Engineer / Analyst Senior - Oracle CC&B



  • Bachelors' degree in Information Technology or related field
  • AND seven (7) years of prior relevant experience or equivalent combination of education and directly related experience.
  • Requires advanced in-depth level of technical knowledge within a job area and working knowledge of other technical areas


Preferred Special Skills, Knowledge or Qualifications



  • Knowledge of multiple programming languages, database management systems and development platforms. Ability to understand and explain the most technical issues and solutions in non-technical terms.
  • Ability to collaborate with colleagues and teams in different fields across a diverse organization.
  • Experience in design, development, coding, and testing of business/commercial applications using ASP.Net, C#, Multi-Threading, ADO.Net, XML, XSD, and Web Services
  • Experience in end-to-end SDLC, including configuration management using tools like Microsoft Team foundation Server (TFS) or Azure DevOps.

Major Accountabilities

1) Develops/configures new applications to meet functional and technical designs
2) Fixes and develops changes to applications to meet functional and technical designs following best practices and development standards and guidelines
3) Engages with business analysts and stakeholders to understand functional requirements and contributes to completion of functional specifications
4) Prepares technical documentation on application specifications
5) Creates deliverables according to the SDLC, such as functional and technical specifications, use cases, test cases, and system documentation
6) Analyzes and resolves development issues in a timely manner
7) Conducts analysis of codes and develops/ deploys defect fixes in engineering processes
8) Proactively assists internal clients with technical issues related to solution implementation

Home Based: Home based employees primarily work from their home offices and come into an APS facility on an as-needed basis.
