Overview:

We are seeking a Computer Programmer/Analyst who will focus on supporting Enterprise IT managed, custom-configured, off-the-shelf (COTS) applications, with a focus on data automation, reporting, and analytics. This position resides in the Software Engineering group in the Application Development, Information Technology Services Directorate, at Oak Ridge National Laboratory (ORNL).

You will take the lead in administering, maintaining, and supporting software that manages intellectual property information. Additionally, you will provide support for other commercial off-the-shelf (COTS) applications as required.

Major Duties/Responsibilities:

  • Serve as the primary administrator for ORNL's Intellectual Property Management system, ensuring system stability, reliability, and compliance with organizational standards.
  • Administer, support, and maintain additional commercial off-the-shelf (COTS) applications as requested.
  • Lead efforts in end-user support, application upgrades, bulk data imports/exports, report creation, and resolution of permissions or workflow issues.
  • Collaborate with business customers and vendors to resolve application issues, gather feedback, and identify opportunities for continuous improvement of system processes and workflows.
  • Diagnose and troubleshoot application issues using advanced debugging techniques; escalate to vendors when needed and validate system fixes to ensure successful resolution.
  • Manage and analyze application data using Microsoft SQL Server; develop and run complex queries to detect trends, identify data quality issues, and ensure data accuracy and consistency.
  • Design, develop, and maintain ETL processes using SQL Server Integration Services (SSIS) to extract, transform, and load data from a variety of sources; optimize and troubleshoot SSIS packages for performance and scalability.
  • Work closely with business users to design, develop, and deliver Business Intelligence (BI) reports and dashboards that provide meaningful and actionable insights.
  • Participate in functional testing and implement application code changes based on evolving business needs; work with stakeholders to improve processes for testing in development environments prior to production rollout.
  • Coordinate and implement software change requests and enhancements in collaboration with business customers and IT teams.
  • Engage with end users to test new features and functions, ensuring high-quality, error-free deployments; create and maintain documentation, test plans, and user/system guides.
  • Ensure all system and application documentation is accurate, up-to-date, and compliant with Software Quality Assurance (SQA) standards. Track and document configuration changes using the ServiceNow change management system.
  • Collaborate with IT security staff, business customers, and vendors to proactively address and remediate application security vulnerabilities.

Basic Qualifications:

  • A BS degree in computer science, computer engineering, information technology, information systems, science, engineering, business, or a related discipline and a minimum of six (6) to seven (7) years of aligned professional experience is required for consideration. An overall combination of equivalent education and experience may be considered.
    • Masters and PhD degree holders in the same fields of study are also encouraged to apply:
      • Masters' holders should have a minimum of four (4) to five (5) years of relevant and aligned experience.
      • PhD holders should have up to three (3) years of relevant and aligned experience.
  • Six (6) or more years' experience in the following areas:
    • Experience supporting commercial off-the-shelf (COTS) application software in an enterprise IT environment.
    • Proficiency in managing application-based permissions, workflows, and client/server application architectures.
    • Ability to apply structured application development, data processing, and debugging methodologies.
    • Experience querying and updating complex relational databases.
    • Demonstrated ability to perform in-depth data analysis to identify trends, inconsistencies, and opportunities for data quality improvement; experience in data remediation.
    • Experience developing and delivering custom Business Intelligence (BI) reports.
    • Familiarity with functional business areas, workflow processes, and records management requirements for Tech Transfer, Patents, Inventions, etc.
    • Understanding of Software Quality Assurance (SQA) principles, with experience documenting and testing application changes to ensure accuracy and compliance.

Preferred Qualifications:

  • Proficiency in software and code analysis, performance optimization, security best practices, and advanced debugging techniques.
  • Experience with unit testing and validating software code to ensure quality and reliability.
  • Ability to translate complex business workflows into effective and maintainable application workflows.
  • Experience creating end-user documentation, technical guides, and system-level documentation.
  • Familiarity with Agile software development methodologies and collaborative team environments.
  • Experience designing, developing, and maintaining ETL processes, including data extraction, transformation, and loading using tools such as SQL Server Integration Services (SSIS).
  • Ability to excel in a fast-paced research environment, prioritize multiple tasks to meet deadlines, and adapt to evolving needs.
  • A highly motivated self-starter who works effectively both independently and as part of a team in various roles.
  • Strong customer focus with exceptional written and verbal communication skills.
  • Highly organized, capable of managing complex tasks, and providing expert-level support.
  • Eagerness to learn and adopt new technologies, especially on custom vendor application platforms.
  • Additional desired expertise in:
    • Web services, including SOAP and REST.
    • Traditional web development technologies (e.g., HTML5, CSS, XML, and JavaScript).
    • Microsoft SQL Server (2016 or later).
    • Microsoft Windows Server platforms.
