Equip law enforcement to keep communities safe and empowering every community to stay safe. Improve our education system to help develop a skilled and knowledgeable workforce prepared to succeed in a 21st century economy. Implement a systematic Community Health Improvement Process by building the capacity of County Health Councils through technical assistance and funding support by growing the impact of community-led initiatives. Develop a comprehensive and coordinated strategy to address Social Determinants of Health (SDOH), including relational health, within clinical and community environments throughout Tennessee.

Job Overview:

The Public Health Administrator 3 will serve as the Director of the Overdose Response Coordination Office (ORCO) at the Tennessee Department of Health. The Director of ORCO is responsible for leading and coordinating a comprehensive strategy to prevent drug overdoses and reduce substance use-related harms in the State of TN. This role involves strategic planning, program oversight, partnership development, data-driven policy formulation, and cross-sector collaboration to address the overdose crisis particularly related to opioids, stimulants and emerging substances.

Key Responsibilities:

  • Maintain a state-wide jurisdiction-wide overdose prevention strategy aligned with evidence-based practices.
  • Lead internal staff and external stakeholders in identifying and addressing gaps in overdose prevention strategies.
  • Seek funding opportunities and growth strategies to further organizational impact.
  • Oversee prevention, harm reduction, linkage to care and public health/public safety partnership initiatives.
  • Lead a team that provides grants and contract management, administrative management, program oversight, monitoring and evaluation, as well as technical assistance.
  • Manage federal and state grants, including CDC Overdose Data to Action (OD2A) and a state Opioid Abatement Council competitive grant.
  • Ensure effective use of public health data to inform program design, monitor outcomes, and evaluate impact.
  • Collaborate with public safety, behavioral health, community-based organizations, healthcare systems, and people with lived experience.
  • Provide policy recommendations to reduce overdose mortality and morbidity to TDH leadership, statewide and local partners.
  • Represent the health department on coalitions, task forces, and at public meetings.
  • Consistently follow the overdose epidemic by reviewing data, speaking to stakeholders and partners and following policy developments.
  • Staff Supervision & Development Supervise a multidisciplinary team including epidemiologists, program managers, and administrative staff.
  • Foster a culture of inclusion, innovation, coaching and professional development.

Minimum Qualifications:

Education and Experience: Master's Degree in a related field and substantial experience of increasingly responsible professional public health program work, including full-time supervisory work, statewide program oversite, and grant writing experience.
