Job Summary

The Senior Employee and Labor Relations Specialist (ELR Specialist) is responsible for coordinating and conducting workplace investigations into allegations of employee misconduct and policy violations, tracking assigned cases from initial complaint through final resolution, and ensuring timely delivery of investigation summaries and recommended actions. The Sr ELR Specialist works closely with department leaders to address concerns, resolve escalated issues, and promote consistent application of policies.

  • Manages a load of employee relations cases by conducting multiple thorough, fair, and timely reviews and assessments of complex employee relations issues including facilitating appropriate intake meetings, background research, interviews, and de-brief meetings with appropriate partners.
  • Gathers and analyzes information/research in support internal investigations to determine if a violation occurred. Reports on findings to the ELR Director or Assistant Director and provides possible solutions to resolve matters.
  • Conducts and finalizes internal investigations of allegations of employee misconduct to determine if a university policy and procedures, and/or any part of applicable Collective Bargaining Agreement has been violated. Reports findings and provides best course of action to resolve issue(s).
  • Prepares and finalizes appropriate actions which are clearly and well written with appropriate presentation of facts, analysis, and conclusions, and in accordance with FIU policies, procedures, and applicable bargaining agreements.
  • Maintains and updates case management systems and electronic filing platforms (e.g., SharePoint, ImageNow, Perceptive Content), ensures accurate case tracking and documentation for employee relations matters, including complaints, investigations, grievances, and disciplinary actions.
  • Responsible for monitoring and ensuring electronic files are well-organized and compliant with university policies and recordkeeping standards; ensures electronic files are well-organized and compliant with university policies, recordkeeping, and record retention standards.
  • Ensures compliance with applicable employment laws, university's policies and procedures, and the University's various collective bargaining agreements. Administers and interprets policies and agreements for management and staff.
  • Continuously assess and refine ELR services and processes to drive efficiency, strengthen internal protocols, and promote effective, high-quality operations.
  • Supports the coaching and training of employees and managers on employee relations practices, personnel policies, and investigative protocols, while ensuring consistent application and interpretation of university policies, practices, and procedures.
  • Oversee the planning, coordination, and execution of special projects and programs delegated by the Director, ensuring timely and effective implementation.
  • Responds to information requests with the highest level of confidentiality; provides support to university administrators, managers, and supervisors in areas of contact administration, grievances, discipline, and performance management.
  • Ensures the appropriate and consistent application of approved policies, practices, and contracts.
Minimum Qualifications

  • Bachelor's degree in a related field and five (5) years of HR experience or Master's degree and three (3) years of HR experience.
Desired Qualifications

  • Experience with collective bargaining.
  • Experience in conducting workplace investigations.
