Human Resources Director
- Valkyrie Enterprises has a need for a Human Resources Director in Virginia Beach, VA.
- The Human Resources (HR) Director is responsible for the hands-on management and day-to-day operations of the HR function. Reporting to the Chief Human Resources Officer, this role requires broad knowledge and practical experience across all functional areas of HR. The HR Director plays a key role in delivering comprehensive HR services within a dynamic defense contracting environment and works collaboratively across departments to ensure alignment with organizational goals.
- This is an on-site position based at the Virginia Beach headquarters office, with a flexible work schedule to support work-life balance while maintaining a strong presence and connection with the team.
Job Description:
Leadership & Culture
- Provide guidance and coaching to the HR team and operations leaders, serving as a trusted advisor to executive leadership on people-related matters.
- Support the development of a high-performing, inclusive culture that promotes engagement, retention, and accountability.
- Promote a continuous improvement mindset and foster a workplace that reflects the organization's values and strategic priorities.
Payroll & Benefits Administration
- Provide strategic oversight to ensure payroll and benefits programs are efficient, competitive, and aligned with organizational needs.
- Collaborate with the Payroll & Benefits Manager on plan performance, compliance, and vendor relationships.
- Recommend enhancements to maintain a well-rounded and cost-effective total rewards package.
Employee Relations
- Lead the development and implementation of effective employee relations strategies to foster a positive and productive work environment.
- Conduct investigations into complaints, concerns, or policy violations with fairness and consistency.
- Serve as a resource for performance management and workplace conflict resolution.
- Ensure compliance with applicable labor laws and internal policies.
Learning & Development
- Partner with the Learning & Development Manager to advance leadership development, professional growth and skills-based learning.
- Provide input on organization-wide training needs and support efforts to build internal capability.
- Champion a culture of continuous learning that supports both individual and organizational success.
- Contribute to succession planning initiatives that identify and prepare future leaders.
Compliance & Reporting
- Maintain working knowledge of employment law, HR policy, and regulatory requirements to provide informed oversight of compliance efforts.
- Partner with the HR Data & Compliance Analyst to ensure accurate and timely compliance reporting (e.g., EEO-1, ACA).
- Review HR data and metrics to support data-driven decision-making and identify opportunities for improvement.
Qualifications:
- Must have a Bachelor's degree in Human Resources, Business Administration, or a related field and 8 years of progressive HR management experience, with demonstrated expertise across all core HR functions.
- Must have at least 3 years of experience in a defense contracting environment is preferred.
- Must have a strong background in negotiation, conflict resolution, compensation analysis, and employee training.
- Must have knowledge of Service Contract Act (SCA) and/or Davis-Bacon Act and their workforce implications.
- Must have in-depth knowledge of federal and state employment laws (e.g., ADA, ADEA, HIPAA, FMLA, OFCCP, EEOC) and VETS-4212 reporting.
- Must be proficient with HRIS systems.
- Must have experience with intermediate proficiency in Microsoft Office, especially Excel (e.g., pivot tables, VLOOKUP).
- Must have strong organizational and project planning skills with keen attention to detail.
- Must have the ability to manage multiple tasks and shifting priorities in a dynamic environment.
Desired Qualifications:
- Master's degree preferred.
- Paycor and Costpoint experience preferred.
- Certifications preferred: SHRM-CP or SHRM-SCP/ PHR or SPHR.
Security Requirements:
- Must have the ability to obtain a security clearance.
Travel Requirements:
- 10% or less travel.
- If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID. Physical Requirements:
- Prolonged periods of sitting and computer use
- Ability to analyze complex information, listen actively, and communicate clearly
