The Mission Systems Program Manager provides strategic leadership for the development, integration, and deployment of cutting-edge mission systems supporting Department of Defense (DoD) operations. This position coordinates all phases of mission systems lifecycle management, including planning, resource allocation, risk mitigation, testing, fielding, and sustainment, while ensuring compliance with DoD standards and security protocols. The Program Manager liaises across multi-disciplinary teams to ensure that mission systems meet operational requirements, performance objectives, and budget constraints.
Due to the classified nature of the systems and programs under management, candidates must possess an active Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI).
Key Responsibilities Program Management and Oversight
  • Lead the planning, execution, and oversight of mission systems programs in alignment with DoD priorities, policy requirements, and operational objectives.
  • Oversee project schedules, milestones, budgets, and resource management to deliver mission systems on time and within cost.
  • Develop and implement program strategies that ensure technical performance and operational readiness.
Stakeholder Engagement
  • Serve as the primary interface between DoD leadership, contractors, government agencies, and external stakeholders.
  • Build consensus and maintain open communication between program sponsors, technical teams, and military units utilizing mission systems.
  • Prepare and present program updates and briefings to senior leadership, outlining risks, achievements, and future plans.
Lifecycle Management
  • Manage mission systems throughout their lifecycle, including planning, development, testing, fielding, and sustainment phases.
  • Oversee upgrades and modernization efforts to ensure mission systems incorporate the latest technologies without disrupting operational capabilities.
  • Monitor system performance and reliability post-deployment, initiating corrective actions or updates as needed to maintain operational excellence.
Risk Management and Compliance
  • Identify, assess, and mitigate risks related to technology integration, system interoperability, and cybersecurity vulnerabilities.
  • Ensure program compliance with federal regulations, DoD acquisition policies (FAR/DFARS), security mandates (RMF, DISA STIGs), and MIL-STDs.
  • Develop contingency plans and corrective action strategies to address program challenges or delays effectively.
Technical Collaboration and Integration
  • Direct cross-functional teams of engineers, software developers, cybersecurity specialists, and logisticians to successfully integrate mission systems onto military platforms.
  • Oversee the compatibility and interoperability of mission systems across platforms such as ground vehicles, aircraft, marine vessels, and unmanned systems.
  • Provide technical guidance and leadership during system design reviews, integration testing, and certification efforts.
Reporting and Analytics
  • Develop detailed reports, data dashboards, and performance metrics to track program progress and highlight areas needing improvement.
  • Provide after-action reviews (AARs) and lessons learned documentation to leadership to drive continuous improvement in future programs.
  • Analyze program outcomes to inform decision-making and maximize operational effectiveness.
Key Competencies
  • In-depth knowledge of DoD mission systems, acquisition lifecycles, and program management processes.
  • Expertise in risk assessment, resource optimization, and stakeholder collaboration to deliver complex programs.
  • Strong analytical and technical problem-solving skills to address integration challenges or performance gaps.
  • Exceptional communication and leadership skills to coordinate with senior leadership and technical teams.
  • Ability to manage competing priorities and deliver high-quality outcomes within rigid timelines and budget constraints.
Basic Qualifications
  • Security Clearance: Active Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI).
  • Education: Bachelor's Degree in Systems Engineering, Program Management, Computer Science, or related field. Equivalent military or professional experience may be considered.
  • Experience:
  • Minimum of 8-10 years in program management, DoD acquisition, or mission systems integration roles.
  • Proven experience managing multi-disciplinary teams and large-scale DoD programs.
  • Certifications:
  • Preferred certifications include Project Management Professional (PMP), DAWIA Program Management Level III, or Lean Six Sigma Black Belt.
  • Familiarity with tools such as MS Project, Jira, and other program management software is desirable.
