The Commissioner of the Revenue is one of Loudoun's five elected constitutional officers. Our mission is to serve citizens and the business community by administering tax programs mandated by the Code of Virginia and local ordinance in a manner that is efficient, fair, equitable, and thorough, while protecting the confidential personal and business information entrusted to the office.


Job Summary

The Office of the Loudoun County Commissioner of the Revenue is seeking a Tax Exemptions and Deferrals Specialist II. The successful candidate must have great organizational, time management, and customer service skills with the ability to manage a high volume of applications and work under deadlines. The Specialist II will join a team of six other program specialists responsible for administration of the following County exemptions and deferrals programs: tax relief for elderly and disabled, tax exemption programs for disabled veterans and surviving spouses of members of the armed forces, tax exemptions for revitalized real estate, tax exemptions for solar equipment, tax exemptions by designation and/or classification, and land use assessment.

Responsibilities:
* Guide the public through the entire pre-screen, application, qualification determination, and recertification process; advises on scenarios based upon fact patterns presented to them and how they may affect said exemption or deferral program.
* Ensure the equitable treatment of all property owners and organizations applying for, or potentially entitled to, a tax deferral or exemption from real or personal property taxation and, in collaboration with the Division Deputy, interpret and apply laws, regulations, and opinions from the Virginia Tax Commissioner and the Attorney General in compliance with Virginia State Code and County Ordinances.
* Maintains, updates, and improves the online access to exemption documentation, applications, and information that is provided to county officials, taxpayers and the general public in accordance with state and local laws.
* Responds to inquiries in person, by telephone, e-mail, and in writing as needed in a friendly, informative, accurate, and timely manner (i.e. to general public, property owners, nonprofit organizations, potential sellers and purchasers, real estate agents and settlement attorneys).
* Conduct field inspections for properties enrolled in exemption or deferral programs to verify usage and continuation in said program.
* Maintains knowledge and assists with the administration of the other tax exemption and deferral programs administered by the Division.

Hiring salary will be commensurate with experience.


Minimum Qualifications

Requires any combination of education and experience equivalent to Bachelor's degree in Real Estate, Law, Taxation, or related field and one (1) year of related work experience with extensive experience with automated systems and customer service preferably in taxation or finance, or equivalent combination of education and experience.


Job Contingencies and Special Requirements

The successful candidate will undergo criminal background, credit, and DMV record checks. Must maintain a valid driver's license in Virginia or regional state of residence.
