BID/JOB ANNOUNCEMENT Chief Operations Analyst Chicago Police Department Strategic Initiatives Division Number of Positions: 1 (Additional vacancies possible pending budget approval) Starting Salary: $105,960 This position is open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5. No exceptions will be made The Chief Operations Analyst will meet with managers to identify the scope of problems and define the objectives of various studies and data-driven projects. COAs will be responsible for evaluating complex business and operational systems and draft detailed flow charts and models to assess current methods and data processes. The COA will interface with senior leadership, program managers, and external stakeholders to identify, evaluate and define opportunities for improved efficiency, cost savings and process improvements and develop work plans and data collection processes for achieving any observed objectives. Designs in-depth survey questionnaires, scannable data collection forms, and/or web-based data collection systems and uses statistical analyses to evaluate collected survey data. COAs will coordinate and oversee professional analysts in the conduct of operations studies, researches techniques, methods, and processes to obtain information on specific areas under review. COAs will develop and oversee the maintenance of databases used to collect and report on information gathered and construct complex mathematical models based on data via computer applications and in-house software. The COAs will write, review, and edit reports and manuals documenting study results and recommending changes to improve operations, and possibly present new or revised processes, procedures, and work standards to managers and team members. This will be accomplished by designing computer applications and processes with SQL, Tableau, and other tools to automate manual processes, as required. ESSENTIAL DUTIES * Supervises professional staff engaged in reviewing current programs and operations, conducting data analysis, and creating and monitoring work plans to create efficiencies within city departments * Interfaces with senior leadership from operating departments and the Office of Budget and Management (OBM) to identify and evaluate business needs and to define opportunities for improved efficiency, cost-savings, and process improvements * Conducts data analysis to determine the sources of inefficiencies and collaborates with professional organizations, sister agencies, and municipalities to learn of best practices and performance benchmarks * Develops and oversees the preparation of strategic work plans and timetables used in establishing performance improvement initiatives and the achievement of objectives * Advises city departments in establishing key performance indicators to effectively measure the ongoing performance of programs and services * Maintains contact with senior leadership from operating departments and OBM to understand department specific issues relative to budgetary considerations and develops potential solutions to positively impact departmental budgets * Supervises the design of computer applications and models (e.g., mathematical, statistical, spatial, temporal) to assist in the assessment and collection of data * Coordinates and reviews reports and communications recommending changes to work standards, procedures and performance measures * Monitors implementation plans and evaluates improvements post-implementation * Develops work standards and conducts performance evaluations of subordinate staff * Conducts and facilitates training for staff to ensure strategic work plans are developed according to established guidelines Additional duties may be required for this position Location: 3510 S Michigan Ave., Chicago, IL 60653 Days: Monday-Friday Hours: 9:00am-5:00pm THIS POSITION IS IN THE CAREER SERVICE Qualifications
MINIMUM QUALIFICATIONS Graduation from an accredited college or university with a Master's degree, plus four years of work experience in operations analysis, project management, strategic planning, program auditing or business management consulting of which two years are in a supervisory role related to the responsibilities of the position, or an equivalent combination of education, training and experience. Preference will be given to candidates possessing the following:
