Job Description

DISTINGUISHING FEATURES OF THE CLASS: This position exists in the City School District and involves managing the school's enrollment process, ensuring efficient and compliant student registration and record keep and the safe and efficient operation of the transportation system of the school district. This role involves coordinating registration activities, maintaining accurate records, responding to inquiries and managing academic calendars. This position differs from those found in other school districts in the respect that the City School District contracts for various transportation services with outside vendors. These services include School Bus Drivers, Automotive Mechanics, buses and related transportation equipment. Thus, an employee in this position is not responsible for supervising the maintenance of the transportation facilities nor the personnel services that it has contracted. However, the Director of School Registration and Transportation is responsible for insuring that these transportation facilities and personnel meet the safety requirements and standards established by City School District. General supervision is received from a member of the district's executive leadership team. Direct supervision is exercised over City School District personnel assigned to the registration and transportation department. Does related work as required.

TYPICAL WORK ACTIVITIES:

  • Oversees the process of enrolling new students, verifying residency and coordinating the transfer of records for incoming and outgoing students;
  • Develops transportation lists from those eligible;
  • Maintains accurate and up-to-date student records, including academic information, personal details and other relevant data;
  • Ensures adherence to all relevant federal, state and local regulation and policies related to student registration and record keeping;
  • Coordinates training for and supports school-level registrars and other staff involved in the registration process;
  • Determines who is eligible to receive transportation according to district policy;
  • Provides the contractors with a listing of pupils by routes for both per bus contracts and daily pupil contracts for pupils requiring house to house transport, pupils on bus stop routes and pupils on other designated routes;
  • Provides transportation route schedules from contractors for both per bus and per pupil daily transportation at least one week before school opens;
  • Obtains monthly reports from the contractor on confirmation of schedules and students transported;
  • Monitors bus schedules to determine if pupils are arriving and are being picked up on time;
  • Monitors bus schedules to assure that all trips are limited to approximately sixty minutes;
  • Monitors buses to determine if each bus is carrying a schedule of all regular stops it will cover, a list of riders, and a map of the district.
  • Provides pupil lists and maps to the contractor;
  • Monitors emergency drills as outlined in Commissioner of Education Regulations of Transportation, Part 156, Sec. 156.3H-Emergency Drills on School Buses;
  • Assures that contractor provides training sessions on bus procedures and practices for pupils;
  • Monitors maximum seating capacity of school buses making certain that vehicles shall not exceed pupil capacity;
  • Monitors buses to verify that all buses are equipped with a two-way radio and seat belts in good working order at all times;
  • In conjunction with principals, takes appropriate action with pupils reported for vandalism to equipment or littering on buses;
  • Assures that contractor requires each non-certified driver to attend a driver training class of at least twenty hours;
  • Assures that contractor has applications and completes physical examinations and three references from all new drivers before they start driving City School District students;
  • Verifies that all bus drivers have had an annual physical examination;
  • Obtains the necessary Motor Vehicle Department abstract of each driver;
  • Assures that contractor interviews all assistant drivers to explain their responsibilities and duties;
  • Approves the hiring of assistant drivers in conjunction with the Superintendent/Deputy Superintendent;
  • Provides help and guidance to any driver requesting assistance with problems on the bus;
  • Recommends to the Superintendent/Deputy Superintendent the replacement of any driver whose performance is deemed unsatisfactory;
  • Notifies parents of all pupils being transported of the time and location of bus pick-up and destination;
  • Maintains contact with parents, schools, students and contractors regarding changes, problems and concerns with registration and transportation;
  • Notifies contractor in writing of any changes in the official school calendar;
  • Maintains communication with building principals in regard to the efficient operation of the transportation system and registration;
  • Provides media releases regarding registration and transportation;
  • Generates reports on enrollment data, student demographics and other relevant information for school administration and stakeholders;
  • Assists in the preparation of the registration and transportation budget;
  • Assists the Purchasing Agent with the development of bid specifications for transportation;
  • Assists with the development and implementation of new registration policies and procedures;
  • Analyzes transportation costs on a continuous basis;
  • Prepares state and local registration and transportation reports as required;
  • Assures that contractor maintains daily records of mileage and numbers of passengers transported;
  • Investigates and files all necessary reports regarding bus accidents and/or incidents;
  • Reviews and approves payment of transportation invoices;
  • Logs all written or verbal complaints regarding registration and transportation;
  • Develops forms as needed;
  • Assist in the development of newsletter.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of standard transportation methods and the operation of buses; good knowledge of the geography of the district; good knowledge of driving safety precautions as it relates to school transportation operations; good knowledge of the New York State Education Law governing transportation; ability to read and interpret documents related to school and district procedures; ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exits; ability to prioritize work tasks; ability to plan and supervise the work of others; ability to write and communicate effectively.

Job Qualifications

MINIMUM QUALIFICATIONS:

  1. Graduation from a regionally accredited or New York State registered college with a bachelor's degree and one year of experience involving supervising, coordinating, or managing a transportation system or school district registration office; OR
  2. Graduation from a regionally accredited or New York State registered college with an associate's degree and three years of experience involving supervising, coordinating, or managing a transportation system or school district registration office; OR
  3. Graduation from high school or possession of a high school equivalency diploma and five years of experience involving supervising, coordinating, or managing a transportation system or school district registration office; OR
  4. An equivalent combination of training and experience as defined by the limits of (A) through (C) above.
