SUMMARY OF DUTIES:

Amtrak is looking for a principal project manager to lead the Community Investment Program (Program) efforts for the Frederick Douglass Tunnel Program (B&P Tunnel Replacement). The position is responsible for the development and execution of the Program and will lead community outreach activities related to the Program, develop strategy to mitigate the project impacts ensuring compliance with the Environmental Record of Decision. This is an exciting opportunity to play a critical role in one of Amtrak's largest and most impactful infrastructure programs while providing direct tangible benefits to support investment in West Baltimore communities.

ESSENTIAL FUNCTIONS:

* Responsible for overall strategy, management, and execution of the Program.
* Leads and develops strategy for public advertisement, community outreach, and communications to drive awareness of the Program.
* Works in coordination with Amtrak's Corporate Communications Department to develop public-facing materials and website content to promote program.* Responsible for Program compliance, including tracking, reporting, and ongoing audit of Program activities.
* Conducts field visits for community development activities, workshops, outreach events, as necessary.
* Maintains high-level knowledge about the overall Frederick Douglass Tunnel program issues important to communities in close proximity to the tunnel alignment and is expected to think and act proactively and generate ideas to advance the goals of the Program and department.
* Prepare reports on Program status.

MINIMUM QUALIFICATIONS:

* Bachelor's Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree
* Demonstrated ability to communicate complex information effectively with a broad spectrum of audiences from Federal, State, and local officials to thought leaders, business leaders and community residents
* Ability to work both independently and collaboratively with teams across and at all levels of the organization* Proactive, problem solver, team player
* Familiarity with community engagement efforts, working with non-profits organizations
* Excellent written and verbal communication skills
* Experience with financial management, tracking, and reporting.
* Ability to foster, develop, and maintain relationships

PREFERRED QUALIFICATIONS:

* 7 - 10 years relevant work experience with combination of up to 3 years of supervision experence
* A background in community outreach and engagement
* Relevant work experience* Experience managing subordinate staff and/or contractors
* A passion for community service and uplifting and empowering organizations and individuals
* A positive, resourceful outlook on complex challenges
* Familiarity with railway operations/infrastructure and transportation policies
* Residence in/near or familiarity with Baltimore is a plus.

* Frequently handles multiple projects simultaneously
* Occasionally travels in the Baltimore area during and outside of business hours

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $113,200-$146,664, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
