General Summary of Position
Oversees the design, implementation, and maintenance of Epic solutions and related third-party integrated applications at MedStar Health. In coordination with senior management, determines the scope of large-scale projects, project objectives, and schedules. Oversees all aspects of implementation, testing, release loading, troubleshooting problems, resolving issues, and identifying benefit and process improvement opportunities. Controls project-related budget and expenses.

Primary Duties and Responsibilities

  • Contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards, and safety standards. Complies with governmental and accreditation regulations. Responsible for developing and maintaining information systems support in alignment with MedStar Health strategic objectives.
  • Oversees day-to-day operations and provides leadership for assigned team members. May be required to oversee vendor personnel.
  • Recruits, manages and develop talent for assigned team, including performance management.
  • Develops and recommends department capital and operating budget and ensures that the department operates within budget.
  • Selects, trains, orients, and assigns department staff. Develops standards of performance, evaluates performance, and conducts performance management planning. Initiates or makes recommendations for personnel actions. Maintains ongoing communication with subordinates to review programs, provide feedback, discuss new developments, and exchange information.
  • Coordinates vendors, information systems staff, and users in troubleshooting problems and resolving software or procedural issues.
  • Oversees cross-functional teams and collaborates with clinical, operational, and technical leaders to ensure Epic solutions meet organizational needs.
  • Ensures Epic systems comply with regulatory requirements and organizational governance standards. Participates in risk assessments and mitigation planning.
  • Establishes and monitors key performance indicators (KPIs) to evaluate the effectiveness and efficiency of Epic and team performance.
  • Oversees the building and maintenance of data dictionaries, system parameters, tables and master files, monitors file size and integrity, and administers database design and development.
  • Represents the IS department, interacting with Stakeholders, internal customers, and vendors. Facilitates presentations on behalf of MedStar Health management teams. Interacts at multiple organization levels regarding uses of technology. Participates in meetings and on committees and represents the department and business unit in community outreach efforts.
  • Manages procurement activities including vendor selection, purchasing, receiving, storage, and utilization of equipment, materials, and supplies involved in supporting administrative, clinical, and financial applications. Establishes and maintains contractual services.
  • Ensures staff is in compliance with all established policies and procedures relating to project initiation, system design, project management, and move to production.
  • Responsible for all aspects of the Epic solution life cycle from project definition through system implementation; including the development of system documentation.Consults with department leadership to support business needs. Responsible for the execution of application implementation projects, including the development of project work plans, resources timetables, cost, administrative reporting, and user liaisons activities.* Reviews the impact of (Epic) system and software release upgrades on the operation of departments; meets with other managers to inform them of changes. Directs the retraining of users, as required, and coordinates software, testing, and plans conversions.
  • Participates in multidisciplinary quality and service improvement teams and maintains effective working relationships with other departments. Leads change management efforts related to Epic implementations and upgrades. Ensures clear communication with stakeholders for transparency and alignment.


  • Minimum Qualifications
    Education

    • Bachelor's degree in Computer Science or related field required
    • One year of relevant education may be substituted for one year of required work experience.

    Experience

    • 8-10 years 8 years minimum experience in a healthcare environment with system implementations. Supervisory experience including personnel selection, development, and performance management. required and
    • 3-4 years 4 Years supervisory experience or demonstrated experience a lead or (SME) Subject Matter Expert. required and
    • Demonstrated experience in project management, systems analysis/programming, customer service skills, and vendor interaction required
    • One year of relevant professional-level work experience may be substituted for one year of required education.

    Licenses and Certifications

    • EPIC - EPIC Certification required Epic certification(s) must be obtained within ninety (90) days from last class completion within 90 Days required

    Knowledge, Skills, and Abilities

    • Strong analytical ability to solve complex technical problems.
    • Competent in microcomputing, including desktop applications, project management, and communication emulation applications.
    • Strong interpersonal communication skills to effectively interface with internal/external customers.
    • Experienced in identifying customer business requirements.
    • Excellent verbal and written communication skills.

    This position has a hiring range of $111,779 - $212,513
