Overview:

The Field Intelligence Operations Analysis section is seeking a highly motivated and experienced applicant to serve as the group leader for the Fuel Cycle Analysis (FCA) Group within the Field Intelligence Operations Division of the National Security Sciences Directorate. Under DOE-IN authorities, the FIE serves as the ORNL focal point for all intelligence community matters to include classified technical analysis and facilitating classified research and development. The ORNL Fuel Cycle Analysis Group performs engineering analysis and scientific assessments to support national security-related analytical work regarding the front end of the nuclear fuel cycle for senior level officials within the Department of Energy and other federal agencies.

The group leader brings together a group of technical analysts with the primary goal of pursuing national leadership in their field. This position reports to and works closely with the section head for Intelligence Analysis in the Field Intelligence Operations Division to implement the group's technical vision; develops group members to enable their career advancement; establishes capabilities that enable programs to excel at the forefront of technical professional expertise; and works to solve technical challenges for science, engineering, or technical projects and functions.

Major Duties/Responsibilities:

  • Lead a team of research and technical professionals to perform and produce classified engineering and analytic assessments to support tasks within the nuclear non-proliferation and nuclear security mission space.
  • Provide leadership for the staff, ensuring that they have the appropriate tools and accesses required to do their job and that they deliver high-quality assessments.
  • Engage in regular interactions with program, project, and functional (line) management to ensure effective dialogue regarding customer requirements, current capabilities, and future opportunities.
  • Interact closely with the customer base at DOE and other government agencies to ensure that their needs are being met and that they consider ORNL to be a premier analytical shop.
  • Manage budget and ensure that it is adequate to cover personnel and that expenditures do not exceed budget constraints.
  • Ensure that high-quality papers and projects are completed within budget and time constraints.
  • Select, retain, and develop highly qualified staff that meet the scientific, technical, and professional standards established at ORNL and exhibit the values and vision established by the National Security Sciences Directorate.
  • Coordinate with the Training Program within NSSD and ensure that appropriate material and instructors are utilized.
  • Brief senior ORNL and government officials regarding the team and their work.
  • Provide regular, productive feedback to group personnel.
  • Abide by all environmental, safety, health and quality requirements and implement practices per ORNL's Standards-based Management System (SBMS).
  • Maintain a strong commitment to the implementation of the Directorate's values and ethics.
  • Occasional domestic travel is required.

Basic Qualifications:

  • B.S. degree with 15+ years of experience, M.S. degree with 12+ years of experience, or a PhD with 6+ years of experience.
  • Excellent interpersonal skills with a demonstrated leadership ability and a strong commitment to a teaming environment.
  • Ability to hold and maintain a DOE Q security clearance is required.

Preferred Qualifications:

  • Experience leading a team that provides technical analysis for government agencies and senior level policy makers.
  • Experience working with the Department of Energy (DOE), Department of Defense (DoD) or other government agencies.
  • Experience with Intelligence Community Directive (ICD) standards and procedures as well as structured analytic techniques.
  • Experience providing and writing technical analysis for government agencies and senior level policy makers.
  • Strong written and oral communication skills.
  • Ability to interact with sponsors and officials from other government agencies.
  • Active Q and/or TS clearance.

Special Requirements:

  • Visa sponsorship is not available for this position.
  • This position requires the ability to obtain and maintain a Secret Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due the SCI, you may also be subject to random polygraph testing.
