DEPARTMENT OVERVIEW

The University of California extends its mission of service, teaching, and research to the nation's capital. The UC Washington Center (UCDC) is a multi-campus residential, instructional, and research center that provides students and faculty from the University of California with opportunities to study, research, work, and live within Washington's rich cultural, political, and international heritage. The program is housed in an 11-story building in a lively neighborhood a short walk from the White House with room for more than 270 students.

POSITION SUMMARY

The Manager, Building and Auxiliary Services provides leadership, management, and oversight on maintenance and administration of the building, including safety, security, parking, lease management, and utilities at the Center, ensuring not only that the proper programs are developed and implemented in close coordination and in support of the mission of the Center, but also that the facility is properly preserved as a long-term asset to the University. The incumbent is responsible for the coordination of resources in support of the residential life and housing program, guest faculty, graduate fellows, and other guests of the Center. The position is responsible for the coordination of licensing agreements, housing contracts, and agreements for the use and/or utilization of UC facilities. This person is responsible for ensuring that all policies and procedures necessary for the use, occupancy, and maintenance of the facility. Primary responsibilities include the long-range planning of overall maintenance and housing budgets. Frequent and continual changes to the program participants, as well as ongoing changes to the structure of the program, require strategic planning and knowledge of the Washington Center programs and constituents. This position is located in Washington, DC.

Responsibilities

  • 20% FACILITY OPERATIONS Manages contracted services for security, custodial, maintenance, and all building-related operational issues. Directly oversees on-site contractors and subcontractors consistent with the scope of work in the building management contract. Meets regularly with on-site contract supervisor to review on-going maintenance at the Center and evaluate current and future building needs and services. Ensures compliance with federal, state and local codes and ordinances. Primarily responsible for overall security operations such as access systems, surveillance, and contracted security staff. Manages licensing agreements/operations for university research groups and other operations utilizing Center space. Prepares annual operating budget, year-to-year expense data and budget projections.
  • 20% Prepares long-range major maintenance budget utilizing multiple fund sources. Reviews and analyzes financial data with Directors and makes recommendations for facility-related expenditures and capital projects. Approves expenditures for projects, maintenance, emergency repairs consistent with building budget. Works closely with UCOP facilities management for purchasing and material management for all building-related matters. Creates and updates long range major maintenance plan for all non-residential and residential space and equipment. Reviews and updates annual space plan. Responsible for access control policy for the Center related to access cards, keys, and photo IDs. Responsible for all construction, renovation, and major maintenance projects including planning and coordination with UCOP. Represents Center and University at local meetings regarding permits, emergency preparedness, and compliance with local regulations. Confirms receipt of services and materials to approve invoices. Identifies major maintenance needs and makes recommendations for budgetary purposes. Controls expenses consistent with budget guidelines.
  • 20% AUXILLIARY SERVICES ADMINISTRATION Manages the Auxiliary Services such as parking, event space rentals, guest housing and monitors the quality of services, ensuring that contact with the public is reflective of operating policies. Communicates with residents, the public and campus officials, both over the phone and in person, in a friendly, polite and knowledgeable manner. Assures that inventory is maintained and up to date for replacement of items each term in residential apartments. Manages parking operation for two-story below-ground parking facility. Creates and updates relevant policies and procedures to ensure proper use, assignment, and financial control of the parking facility. Coordinates annual renewals and work closely with UCOP Real Estate Office to prepare and update license agreements, lease summaries, occupancy agreements, and amendments to existing agreements. Manages space for all leased operations including relocations and new tenants. Coordinates space plan for all faculty, staff, and visitors utilizing academic and administrative offices, classrooms, and support space. Provides logistical and facility support for all Center events and programs. Ensures facility and human resources are available to successfully operate programs, provides space and amenities to visiting guests and speakers. Works closely with the Events Manager to coordinate successful event functions and promote continued use of the Center event space. Performs other duties as assigned by the Executive Director of the Washington Center.
  • 40% HOUSING AND OCCUPANCY ADMINISTRATION Manages apartment assignments from all campus participants including but not limited to coordination of assignments to ensure eligibility, length of stay and maximum tenancy to meet policies and procedures as set forth by the Center. Coordinates with team members on assignment of apartments for faculty and graduate fellows each term including visiting teaching faculty as well as short-term visiting faculty and guests of the Center. Ensures the timely administration of reservation system procedures and the collection of auxiliary service fees billed and is appropriately managed. Oversees access controls for students, guests, and employees. Assures that inventory is maintained and up to date for replacement of items each term in residential apartments Works with campus and university representatives both at the Center and at the campuses to assure that license agreements are in place, appropriate signatures are obtained, and that the calculation and prorating of rent and collecting of security deposits has occurred, as appropriate. Prepares monthly occupancy reports and produces monthly/quarterly/annual revenue projections in collaboration with team members.

Required Qualifications

  • Minimum 8 years administrative management experience, preferably in a University setting, or an equivalent combination of education and experience.
  • Demonstrated knowledge of building systems, maintenance, and construction concepts.
  • Knowledge of building safety requirements.
  • Ability to communicate effectively, both orally and in writing, with faculty, staff, students, and non-University personnel.
  • Ability to budget, make calculations and project financial goals.
  • Successful experience performing budget planning and oversight, ledger reconciliation, and financial analysis and reporting.
  • Successful experience supervising, training, and motivating employees/students; skills and temperament to provide an open climate allowing for creation of opportunities for employee communication and positive departmental interaction.
  • Broad knowledge in the areas of facilities management, space planning and allocation, security, fire and safety and emergency preparedness.
  • Problem solving and communication skills. Ability to independently plan, organize, and prioritize work.
  • Proven ability to handle multiple tasks simultaneously under stressful situations.
  • Strong customer service orientation and ability to work well in a diverse environment.
  • Ability to think clearly at all times and follow procedures established for emergencies.
  • Proven ability to listen and follow directions, and interpersonal skills to establish and maintain effective relationships with others.
  • Demonstrated ability to work cooperatively and collaboratively as a team member.
  • Computer literacy and proficiency with Microsoft Office Suite
